SUMMARY DESCRIPTION
Under the general direction of an administrator or designee, the Dean of Extended Learning provides strategic leadership, administrative oversight, and direction for the college's Extended Learning programs and services, including Emeritus, Adult Education, High School Equivalency, English as a Second Language (ESL), OASIS, and other assigned noncredit programs. The Dean develops and implements strategic initiatives that support program quality, access, enrollment growth, student success, and responsiveness to evolving community and workforce needs.
The Dean of Extended Learning provides leadership for the planning, development, implementation, evaluation, and continuous improvement of Extended Learning programs and services; identifies and advances opportunities for program expansion and innovation; oversees assigned personnel, budgets, resources, and operations; and promotes effective and high-quality program delivery. The Dean collaborates with instructional and administrative leadership, faculty, staff, community partners, and other stakeholders within a participatory governance environment to advance college and District priorities. The Dean ensures assigned programs and operations comply with applicable federal and state laws and regulations, accreditation requirements, District policies and procedures, and college goals, standards, and objectives.
Foster a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the District; lead by example; actively participate in and support District-wide participatory governance components and activities and other collaborative processes; encourage professional excellence among the staff and promote an organizational culture of customer service, innovation, and quality services.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the Vice President for Instruction or designee of the President.
Exercise functional and technical supervision over faculty, professional, academic, classified and other staff as assigned.
REPRESENTATIVE DUTIES
The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Serves as the college's official representative to the South Orange County Regional Consortium (SOCRC), for the California Adult Education Program (CAEP). Provides leadership and oversight planning, funding, coordination, staffing, program delivery and evaluation within assigned areas of responsibility. Develops and implements goals, objectives and strategic initiatives for Extended Learning programs and participates in regional and District-wide short and long-range planning to promote coordinated, effective, and responsive delivery of adult education programs and services.
Provides strategic and administrative oversight of fiscal stability, effective resource allocation, and alignment of college and regional Extended Learning programs with identified community and regional needs; oversees budget development and administration, payroll, facilities planning and related operational resources within the assigned areas; reviews the California Adult Education Program fiscal submissions for accuracy, compliance and completeness prior to certification by the designated SOCRC official; directs and integrates the planning, development, implementation, administration and evaluation of Extended Learning programs to support effective program delivery, responsible stewardship of resources, and achievement of established goals and objectives.
Collaborates with consortium members to coordinate, strengthen and continuously improve SOCRC consortium programs and services; supports SOCRC governance and administrative processes to ensure Board meetings, public notices, agendas, and related actions are conducted and documented in accordance with the Brown Act and other applicable legal and regulatory requirements.
Leads ongoing needs for assessments and gap analyses to identify emerging programmatic and student support needs, service gaps, and opportunities for improvement within Extended Learning; develops and implements strategies to address identified needs and advance the goals and objectives of the SOCRC regional plan; directs the allocation and realignment of resources in response to established priorities and program needs; oversees the research data and reporting activities required California Adult Education Program and the related planning, accountability, and program evaluation requirements.
Collaborates with deans, senior administrators, instructional and student services leadership, and other college programs to strengthen cross-functional partnerships and develop coordinated pathways that facilitate seamless transitions between Extended Learning programs, credit, career education, and other college programs and services; identifies and assesses community educational workforce and advancement programs, courses, services and transition strategies that expand access and support student progression toward academic, career, and employment goals.
Provides administrative leadership and direction for Extended Learning operations; engages faculty and staff and promotes cross-functional collaboration in the planning, development and delivery of programs and services consistent with the college's mission, goals and values; directs and oversees the identification, coordination, and use of on-and-off site facilities for Extended Learning courses activities, ensuring appropriate facilities are secured and utilized in compliance with applicable agreements, standards, policies, procedures, and regulatory requirements.
Provide strategic direction for marketing, outreach, public relations, and external communications initiatives that increase awareness, participation, and visibility of Extended Learning programs and services; collaborates with appropriate college personnel to develop and implement communication and marketing strategies, campaigns, informational materials, and community outreach efforts that effectively communicate program opportunities and accomplishments to diverse audiences; cultivates the visibility and reputation of Extended Learning programs through strategic partnerships, community engagement, and dissemination of program information and outcomes, positioning programs for broader regional and statewide recognition
Collaborates with College Deans, Directors, Faculty and other college administrators to plan, develop, enhance, implement and expand comprehensive high-quality non-credit programs responsive to identified community, educational, and workforce needs; provides leadership and coordination for collaborative initiatives involving college programs, adult education providers, and other regional partners; evaluates and improves policies, procedures, and operational practices for Extended Learning programs offered at off-site locations throughout South Orange County to promote consistency, efficiency, accessibility, and effective program and service delivery.
Provides leadership and fiscal oversight for the development, administration, monitoring, and management of assigned Extended Learning and instructional budgets in accordance with established fiscal policies, procedures, and funding requirements; oversees the effective and responsible allocation and expenditure of resources and administers grants and other externally funded programs as assigned to ensure fiscal accountability, regulatory compliance, and alignment with established program and institutional priorities.
Provides leadership and participates in assigned College and District committees, participatory governance processes, and institutional strategic planning initiatives; monitors and evaluates short and long-range plans, strategic priorities, and goals for Extended Learning in alignment with the college's strategic and master planning frameworks; directs and oversees Administrative Unit Reviews (AURs) processes for assigned areas and collaborates with faculty and other stakeholders in the development and completion of Program Reviews; utilizes assessment and review findings to inform program improvement, resource allocation, and future planning.
Provides leadership and administrative oversight for curriculum development, review and approval, and implementation within assigned areas, in collaboration with faculty and established college procedures; ensure assigned curriculum, courses and programs are developed, maintained, and administered in accordance with applicable federal and state laws and regulations, California Education Code, accreditation standards, District policies and procedures, and other applicable requirements; oversees assigned curriculum operations and staff and supports the timely and accurate processing, maintenance, and implementation of curriculum and related academic requirements.
Leads and oversees professional development and training initiatives for faculty (including part-time faculty) and staff within assigned areas; identifies and assesses professional development needs and promotes opportunities that strengthen instructional effectiveness, current pedagogical practices, curriculum development, effective use of instructional technologies and systems, regulatory compliance, and emerging practices in higher education; coordinates with appropriate college departments and stakeholders to facilitate workshops, division and department meetings, training programs, individual needs, and other professional learning opportunities that support continuous improvement and institutional priorities.
Provides administrative leadership and support for the development, assessment, and continuous improvement of student learning outcomes (SLO) within assigned programs; collaborates with faculty and appropriate college personnel to support effective assessment practices, evaluates outcomes, and utilizes assessment results to inform curriculum, instructional practices, program planning, and continuous improvement.
Provides leadership and guidance for the identification, development, and administration of grant-funded opportunities within assigned areas; collaborates with appropriate college personnel and external partners in grant application development, program design, data collection, performance monitoring and mandated reporting; ensures grant-funded activities are implemented in accordance with applicable funding requirements, established objectives, timelines, and institutional priorities.
Recruits, develops, and manages a highly trained professional staff; establishes performance expectations, provides direction and guidance, evaluates performance, promotes professional growth, and fosters collaborative a collaborative accountable, and service-oriented work environment consistent with college and District policies, procedures, and applicable collective bargaining agreements (CBAs).
Provides administrative leadership and guidance in addressing student concerns, complaints, grievances, conduct matters, and other issues affecting students within assigned programs, consistent with established college and District policies and procedures; coordinates with appropriate faculty, staff, administrators, and student services personnel to facilitate timely and appropriate resolution of student matters; oversees related scheduling, documentation, records, performance reporting, and follow up activities within the scope of assigned responsibility and established student conduct and grievance processes.
Reviews, evaluates, and recommends revisions to College and District policies, procedures, practices, and operational processes within assigned areas to promote effectiveness, consistency, compliance, and continuous improvement; participates in participatory governance, collegial consultation and assigned advisory committee meetings and contributes administrative and programmatic expertise to institutional planning, policy development, and decision-making processes.
Directs, oversees, and participates in the preparation and submission of statistical and narrative reports, proposals, presentations, Board materials, and other documentation related to assigned programs and operations; ensures the accuracy, completeness, and timely submission of required information and reports; coordinates responses to audits, reviews, and monitoring activities and oversees the development and implementation of corrective actions or process improvements, as appropriate.
Maintain current knowledge of the applicable federal and state laws and regulations, District and college policies and procedures, accreditation requirements, funding, and eligibility criteria and emerging practices affecting assigned instructional programs and support services; applies such knowledge to program administration, planning, compliance, and continuous improvement.
Represents assigned programs and the college through presentations, briefings, workshops, and other forums before the District Board of Trustees, students, parents, families, faculty, community and educational partners, professional organizations, and other stakeholders; communicates specialized information regarding Extended Learning instructional programs, initiatives, outcomes, and areas of responsibility and promotes awareness and understanding of available programs, services, and educational opportunities.
Represents the Office of Instruction and/or the college on assigned councils, committees, task forces, and other participatory governance bodies and serves as the college's representative to agencies, and professional associations; provides leadership to and may co-chair assigned committees, councils, and collaborative initiatives in support of institutional priorities, student success, and effective coordination of programs and services.
Perform other duties as assigned that support the overall objective of the position and the District's mission and philosophy.
Report to work on a regular and consistent basis, as scheduled, to assigned job.
MINIMUM QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
EDUCATION AND EXPERIENCE GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Master's degree from an accredited college or university in a discipline reasonably related to the assignment. An earned doctorate from an accredited college or university is preferred.
Experience:
At least three years of recent administrative and leadership experience; two years of teaching experience at the post-secondary level preferred.

DESIRABLE QUALIFICATIONS:
Preference will be given to those candidates demonstrating a high level of professional expertise in: institutional effectiveness; leadership experience in the development, organization, and management of postsecondary instructional programs; evidence of an understanding of and experience with principles of participatory governance and effective participation; evidence of experience in presenting summary analytical reports about student outcomes data, trends and fluctuations; and accreditation reports. Proven track record of developing business and instituting strategic client relationship management in partnership with community partners.

Work Environment:
Standard office setting. Typically, duties are performed in an office environment while sitting at a desk or computer workstation. An incumbent also travels to various locations to visit instructional sites, attend meetings and conduct work; and is subject to contact with others, frequent interruptions, noise from talking or office equipment and demanding legal timelines. At least minimal environmental controls to assure health and comfort.
Physical Demands:
The incumbent regularly sits for long periods, walks short distances on a regular basis, travels to various locations to visit instructional sites, attend meetings and conduct work; uses hands and fingers to operate an electronic keyboard or other office machines; reaches with hands and arms, speaks clearly and distinctly to answer telephones and to provide information; sees to read fine print and operate computer; hears and understands voices over telephone and in person; and lifts, carries, and/or moves objects weighing up to 10 pounds.
