The Los Angeles Community College District (LACCD) announces an opening for a Dean of Instructional Services, in STEM at East Los Angeles College (ELAC). The college is seeking a student-centered, innovative, and revenue-generating leader focused on growing, developing, and aligning our academic programs with the college's goals in response to student and community needs, as well as supporting our college's commitment to educating the more than 55,000 racially and socioeconomically diverse students we serve each year. ELAC is the largest of the nine colleges in the LACCD that serves East and Southeast Los Angeles with campuses in Monterey Park, South Gate, and Rosemead.

Established in 1945, ELAC is designated as a Hispanic Serving Institution (HSI) dedicated to providing the highest quality of transfer, non-credit programming, and community programming with the purpose of supporting students in achieving associate degrees, general education, skills certificates, workforce preparation, and/or personal development. The college seeks to fulfill the potential of each student through innovative teaching methods, the latest in educational technology, and committed support services. POSITION DESCRIPTION

The Dean of Instructional Services works cooperatively with department chairs and directors with respect to program review and planning, grant development, curriculum development, scheduling, Full Time Equivalent (FTE) management, hourly rate assignments, hiring and contract compliance. The Dean articulates, implements, and monitors compliance with the Education Code, Title 5, Board Rules, District Administrative Regulations, Personnel Guides, accreditation, and collective bargaining agreements. They also represent Instructional Services on a variety of committees and subcommittees under the College's participatory governance structure and serve as a resource to the Vice President of Instructional Services on issues pertaining to the dean's area of responsibility. MINIMUM QUALIFICATIONS
  • Master's degree from an accredited college or university.
  • Completion of one year of full-time formal training, internship or leadership
  • experience reasonably related to the administrative assignment.
  • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college



RESPONSIBILITIES
  • Plan, develop, organize, supervise, and evaluate the instructional programs and departments within the Science, Technology, Engineering, and Mathematics or other assigned areas in accordance with legal requirements, District policies, Accreditation Standards, and sound instructional principles and practices; areas of responsibility are subject to change based on institutional needs.
  • Implement the philosophy, mission, vision, and goals of the College, and lead efforts within assigned areas to reduce equity gaps and foster a diverse, equitable, and inclusive learning and working environment.
  • Engage in and lead strategic planning that advances the ELAC Strategic Educational Plan Career. Collaborate with faculty leaders, department chairs, deans, staff, and administrators to ensure integrated, college-wide planning and communication.
  • Facilitate the use of data in planning and decision making, including enrollment-management and outcomes data, to assess the need for new or modified courses, programs, and services.
  • Provide leadership and support for program review and planning, curriculum development, scheduling, FTE and teaching-load management, hourly-rate assignments, and accreditation; serve in the curriculum-dean function, overseeing technical review of curricular proposals, participating in the curriculum committee, and ensuring compliance with the curricular provisions of Title 5 and Board rules.
  • Monitor outcomes-assessment processes (SLO, SAO, PLO, ILO) and facilitate discussion of results to drive programmatic improvement, with attention to laboratory, technical, and transfer outcomes characteristic of STEM disciplines.
  • Provide leadership in assigned areas for new and emerging technologies in support of teaching and learning, including laboratory, instructional equipment, and instructional technology needs.
  • Oversee the screening, interviewing, and selection of faculty, classified, and unclassified staff in compliance with the California Education Code, Title 5 Regulations, LACCD Board Policies and Administrative Regulations, Human Resources and Personnel Guides, Personnel Commission Laws and Rules, ELAC Faculty Hiring Policies, and collective bargaining agreements, applied in a fair and consistent manner.
  • Assign, supervise, and evaluate department chairs, faculty, and classified and unclassified staff; monitor and enforce the timely completion of evaluations.
  • Plan and provide training and professional development for assigned staff, encourage faculty in their continuing professional development, and promote and maintain a collegial environment.
  • Work collaboratively with administrators, faculty and staff to develop and manage annual budgets for assigned program areas and oversee contractual commitments.
  • Collaborate in the development, acquisition, administration, and management of grants and contracts; draft contract proposals and memoranda of understanding; and ensure implementation and completion of required reporting for grants, contracts, and special funding, recognizing the grant-intensive nature of STEM programs.
  • Interpret, articulate, implement, and monitor compliance with the California Education Code, Title 5 Regulations, LACCD Board Policies and Administrative Regulations, Human Resources and Personnel Guides, Personnel Commission Laws and Rules, applicable state and federal laws, and collective bargaining agreements in a fair and consistent manner.
  • Coordinate the investigation and facilitate the resolution of student, staff, and faculty conflicts and complaints; coordinate and facilitate the resolution of student grievances; and manage student conduct and discipline in accordance with State and District requirements.
  • Ensure the preparation, distribution, and maintenance of required reports, records, and files by appropriate staff.
  • Communicate and promote program objectives and offerings to current and prospective students, other educational institutions, community organizations, and staff; establish partnerships and alliances with industry and external educational institutions to support STEM workforce, transfer, and articulation goals.
  • Represent Instructional Services and the College on assigned -participatory governance committees and subcommittees, and at local, district, regional, state, and national meetings.
  • Serve as the administrator in charge of the College in the absence of the President or Vice President as delegated; serve as evening and/or weekend administrator as assigned; and may serve on the incident command team.
  • Perform other duties as assigned that support the position, the College mission and philosophy, and the District.

DESIRABLE QUALIFICATIONS

The successful candidate will demonstrate the following knowledge, skills, and abilities:
  • Knowledge and experience in curriculum development, scheduling, FTE management, and compliance with regulatory and contractual requirements, preferably within STEM or career-technical instructional areas.
  • Demonstrated experience in planning, organizing, and implementing instructional programs.
  • General knowledge of budget development, implementation, and management, including categorical and specially funded budgets.
  • Skill in management through participatory governance, strategic planning, problem solving, and team building.
  • Sensitivity to and understanding the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students, and demonstrated commitment to equity-minded practice and the reduction of equity gaps.
  • Ability to work effectively and collaboratively with faculty, staff, students, and administrators.
  • Excellent oral and written communication skills, including experience leading presentations and producing reports and documents using relevant and applicable technology and data.


SALARY AND BENEFITS

The Los Angeles Community College District determines placement on the pay scale depending on verified education and employment history. The current starting annual salary range is from: $175,836 - $206,448, plus a doctoral differential of $524 per month, if applicable, and career increment differential, if applicable. Benefits include paid holidays, medical, dental, and vision care plans, and a $50,000 group life policy.

General Requirement

Health: After selection and prior to employment, a medical certificate indicating fitness to engage in administrative work is required for new employees, at the applicant's expense.



Eligibility Requirement: COVID 19 VACCINATION

Pursuant to LACCD (Los Angeles Community College District) Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees' policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date.
