Position Definition:
Under administrative direction, plans, organizes, directs and evaluates a comprehensive health and safety, risk and emergency management program to protect staff, students, public, and District assets.
Distinguishing Characteristics:
The Director of Risk Management directs and organizes risk management operations and activities including health and safety compliance, workers' compensation, loss prevention and control, and assures compliance with related laws, codes, regulations, policies, and procedures. In consultation with the Executive Vice Chancellor of Administrative Services, analyzes and evaluates liability claims against the District, coordinates with insurance and defense, and makes recommendations with appropriate legal representation in litigation cases.
The position performs safety inspections of work areas and investigates or assists with injury and accident investigations. The Director of Risk Management serves as the Workplace Violence Prevention Program Administrator, ensures that assigned health and safety programs and trainings are administered and in compliance with District, local, state and/or federal environmental and occupational health, safety and emergency management laws and regulations; designs and administers systems, policies and procedures to prevent or minimize loss and exposure of property or assets, casualty loss, and workers' compensation; and collaborates with Districtwide partners to ensure related policies and procedures are followed.
Examples of Duties/Essential Functions:
Duties/essential functions may include, but not be limited to, the following:
Designs, organizes, administers and evaluates the District's comprehensive health and safety program, liability, workers' compensation, and specialty insurance programs; conducts exposure analyses; coordinates renewals with supervisor; coordinates and manages claims reporting.
Collaborates with the Executive Vice Chancellor of Administrative Services to administer the District's insurance programs including workers' compensation, property, liability, travel, student accident insurance and all other coverage as needed.
Coordinates, monitors and evaluates, with appropriate college and District Office staff, the District's environmental and occupational health, safety and emergency management programs to ensure compliance with California Division of Occupational Safety and Health (CalOSHA), Americans with Disabilities Act (ADA), and related regulations. Communicates hazardous materials findings and any assessment reports according to California Health and Safety Codes requirements.
Facilitates workers' compensation claims; administers and coordinates the interactive process; assists campuses in reasonable accommodations of injured workers; oversees ergonomic requests and studies; facilitates return to work for employees; reviews and recommends settlements as appropriate.
Coordinates the appraisal of workstations for employees needing ergonomics assessment and reasonable accommodation in order to comply with ADA.
Manages the District's property liability claims administration; collaborates with Executive Vice Chancellor of Administrative Services on the management and recommended disposition of liability claims; assists with hold harmless agreements and compliance.
Chairs the District Office Safety Committee. In collaboration with District Office Safety Committee, coordinates and communicates District safety training and mandated training programs in compliance with local, state, and federal laws.
Coordinates and investigates employee/student injuries, accidents, and incidents in coordination with CalOSHA and other regulatory agencies as required.
Coordinates inspections of District facilities; enforces adherence to regulations governing the health and safety of individuals and protection of the environment.
Directs and coordinates the disposal of hazardous waste and surplus chemicals in compliance with local and state regulations; coordinates and assists in the preparation of required waste regulatory reports and ensures the processing of payments to regulatory agencies.
Ensures training is available and provided to employees on procedures for handling or working with a particular hazardous substances using the global harmonization system and proper Material Safety Data Sheets.
Coordinates Human Resources and the Chief of Police to ensure adherence to the District's Injury & Illness Prevention Program (I&IPP) to include proactive security initiatives in the areas of active shooter preparedness, security system operability and interoperability, and compliance with District security system standards. Works in collaboration with the Chief of Police and Vice Chancellors to ensure the District's Emergency Operations Plan is updated, support SEMS/NIMS/ICS compliance, and support EOC activations and exercises.
Prepares financial analysis related to insurance coverage and providers, and recommends coverage options providing cost savings and/or improved service levels.
Provides support to the Purchasing Department in review of insurance limits in all contracts.
Serves as the Workplace Violence Administrator, maintains written plans, training, incident response protocols, and Cal/OSHA-required incident logs.
Administers workers' compensation-related leave of absence programs to ensure legal compliance; coordinates with appropriate departments regarding illness/injury-related leave of absences; reviews and analyzes state and federal leave law applications and makes recommendations and develops employer responses.
Participates in the development, interpretation and implementation of District policies and procedures related to risk management, liability claims, workers' compensation claims, occupational health and safety regulations, workplace accommodations, and other related compliance areas.
Prepares and manages annual balanced budgets for health and safety, risk management and emergency preparedness programs; reviews and authorizes expenditures according to District policies and regulations.
Supervises assigned employees; appraises performance and provides technical direction and guidance.
Serves as the liaison with governmental and regulatory agencies.
Serves as ADA Coordinator to ensure ADA Title II compliance, including governance of digital accessibility consistent with Web Content Accessibility Guidelines (WCAG).

Minimum Qualifications:
Education/Experience:
An earned bachelor's degree in business, public administration, or a related field and three (3) years of progressively responsible experience in the administration of risk management programs for large public or private organizations, including experience in the management, investigation, and adjustment of California workers' compensation claims, general liability claims, and health and safety issues.
A valid Class C California Driver's License.
Knowledge Of:
Principles and practices of environmental, occupational health, safety, risk and emergency management.
Methods and techniques of accident reporting and investigations.
Applicable sections of building codes, State laws, rules, and regulations including, but not limited to, the: California Education Code, California Government Code, California Vehicle Code, and California Code of Regulations Title 5 and Title 8.
Applicable spreadsheets and software applications.
Insurance policies, forms, claims, and settlement procedures.
CalOSHA regulations, workers' compensation laws, plus pertinent health/safety and fire laws.
Pertinent federal, state, and local laws and regulations such as, California Public Records Act (CPRA), Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Fair Employment and Housing Act (FEHA), and Americans with Disabilities Act (ADA).

Special Instructions:
Note: New employees will be placed at the first step which is $131,808 per year, second step $138,480 per year or third step at $145,488 per year (depending upon experience). Based on current salary placement guidelines, all step increases for which an employee becomes eligible shall take place on July 1st of each fiscal year. These increases will occur, on annual basis, until the maximum step of $160,596 per year is reached on the salary schedule.
