POSITION SUMMARY

The Associate Vice Chancellor (AVC) of Student Services and Support serves as the District's chief strategist for the holistic student experience, ensuring that every student-regardless of background-has the infrastructure, resources, and support necessary to succeed. Reporting directly to the Vice Chancellor/Chief Academic and Student Affairs Officer, this executive leader integrates student services operations, legislative compliance, and basic needs support into a cohesive safety net that removes systemic barriers to completion.

This position provides executive oversight for a robust portfolio that includes Basic Needs (Housing, Transportation, Health), Student Accessibility (ADA/DSPS), Distance Education, and Student Life. The AVC serves as the functional lead for Student Services information systems, driving the enhancement of digital tools to better serve students while ensuring district-wide compliance with state mandates and Board policies.

MINIMUM QUALIFICATIONS

  • Education: Master's degree from a regionally accredited institution.

  • Experience: One (1) year of successful leadership experience in higher education administration, reasonably related to the administrator's assignment.

  • Cultural Competency: Demonstrated cultural competency, sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and staff.

    DESIRABLE QUALIFICATIONS

  • Student Services Leadership: Five years of increasingly responsible management experience in Student Services (e.g., Admissions, Financial Aid, Counseling, DSPS) with a track record of implementing large-scale student success initiatives.

  • Systems & Legislative Fluency: Comprehensive knowledge of the Student Information System (SIS) modules related to student services and the ability to interpret and implement complex legislation (e.g., AB 705/1705, Title IX, Financial Aid regulations).

  • Equity & Basic Needs Expertise: Proven experience designing programs that support disproportionately impacted populations, including the management of Basic Needs centers, Student Housing grants, and transportation initiatives.

  • Student Governance: Experience acting as an advisor to student leadership groups (ASO/ASG) and overseeing student elections and affairs.

  • Collaborative Leadership: Evidence of successfully bridging the gap between Instruction and Student Services, working collaboratively with Academic Senates, CSSOs, and external partners.

    DUTIES AND RESPONSIBILITIES

    Strategic Student Support, Legislation & Systems

  • Legislation & MIS Monitoring: Directs the monitoring and implementation of state and federal legislation specific to Student Services; collaborates with the Enterprise Data unit to ensure MIS data submissions accurately reflect student support activities and funding metrics.

  • SIS Functional Leadership: Leads the strategy for the enhancement, integration, and repair of the Student Information System (SIS) modules related to Student Services (e.g., Financial Aid, Admissions, Counseling); ensures digital tools are student-centered and compliant.

  • Policy Development: Leads the review and revision of Board Policies (BP) and Administrative Procedures (AP) related to Student Services, ensuring they are equitable, current, and legally compliant.

  • Student Equity Budget: Oversees the strategic allocation and management of the Student Equity and Achievement (SEA) program budget and other categorical funds to maximize impact on disproportionately impacted groups.

  • Student Retention & Predictive Analytics: working with the AVC of Institutional Effectiveness and Research, leads the District's retention strategy by utilizing predictive analytics and CRM (Customer Relationship Management) tools to identify at-risk student populations; develops automated, data-triggered intervention campaigns to boost persistence and completion rates.

  • Service Area Outcomes & Assessment: Champions a culture of evidence by leading the development and assessment of Service Area Outcomes (SAOs) across all student services units; utilizes assessment data to drive continuous quality improvement, inform resource allocation, and support district-wide accreditation efforts.

    Operational Oversight

  • Staff Supervision: Evaluates and provides strategic direction to the Dean of Student Support Services, the Dean of Basic Needs, and the Dean of Outreach & Special Programs.

  • Accessibility & Distance Education:

    Oversees the remediation of ADA compliance issues and the implementation of the Electronic and Information Technology Emergency Accessibility Plan (EEAAP).

    Champions Universal Design professional development and serves as the executive liaison for DSPS.

    Directs the strategy for Distance Education (DE) support services and Academic Technology, including the district-wide purchasing of library resources.

  • Basic Needs & Wellness:

    Directs the District's holistic Basic Needs strategy, including the management of the "Fresh Success" (CalFresh) program, Health Centers, and the Metro GoPass transportation initiative.

    Provides executive oversight for Student Housing initiatives.

  • Enrollment & Outreach:

    Leads the LA College Promise (LACP) and Dual Enrollment/K-16 Collaborative efforts to expand access.

    Coordinates the 3CSN professional development partnership, the Harvard Grant, and Project Match.

    Oversees the coordination of the Student Equity and Achievement (SEA) Plan submission and serves as the LGBTQ+ Liaison to the Board of Trustees.

    Provides strategic direction and support of new and renewed educational partnerships with dual and concurrent enrollment.

  • Career & Transfer Alignment: Strategic oversight of the integration between Transfer Centers and Career Services; ensures that career exploration and readiness are embedded into the student intake and counseling process, bridging the gap between student services and workforce development.

  • Service Excellence & Professional Learning: distinct from academic professional development, leads the strategy for Classified and Administrative professional learning in areas such as trauma-informed care, de-escalation, and customer service excellence to professionalize the student-facing experience.

  • Financial Wellness Strategy: Expands the traditional scope of financial aid to encompass holistic financial wellness; oversees initiatives that promote financial literacy, debt management, and economic stability to prevent students from dropping out due to financial distress.

    Student Life, Governance & Liaisons

  • Student Leadership: Serves as the District Student Advisory Council (SAC) Advisor and oversees the integrity and operations of Student Government Elections across the colleges.

  • Communications: Directs district-wide student communication strategies, including the development and dissemination of critical "Student Letters" and notifications.

  • Council Liaison: Serves as the primary District liaison to critical operational councils, including:

    Chief Student Services Officers (CSSO) Council

    Admissions & Records (A&R) Council

    Financial Aid (FA) Directors

    Transfer Center Directors & Veterans Resource Centers

    Outreach and Distance Education Councils

  • Categorical Programs: Provides district-level coordination and support for categorical programs (EOPS/CARE, CalWORKs, NextUp, etc.) to ensure regulatory compliance and service consistency.

  • Campus Climate & Behavioral Intervention: Provides district-level guidance on student conduct, discipline, and Title IX compliance; coordinates training and best practices for college Behavioral Intervention Teams (BIT) and Care Teams to ensure a safe, restorative, and trauma-informed campus climate. Develops reports and recommends student discipline action to the Vice Chancellor to carry forward to the Board of Trustees.

  • Emergency Response & Crisis Protocols: Serves as the executive lead for student services continuity planning; develops and maintains district-wide protocols for responding to major crises, student emergencies, and free speech/expressive activities, ensuring a balance between safety, rights, and service continuity.

    Performs other duties as assigned.



    Salary

    Salary ranges from $209,314 to $259,303 annually. The selected candidate will be placed on the salary schedule dependent on the evaluation of experience and professional preparation. Benefits include 15.5 paid holidays annually, 15-24 days paid vacation annually depending on length of District service, medical/hospital, dental and vision care plans and a $50,000 group life insurance policy.

    Selection Procedures

    • Selected candidates will be invited for an interview following the committee screening, which will involve an evaluation of the candidate's qualifications in the areas of training and experience.
    • The committee will make a recommendation to the Vice Chancellor/Chief Academic and Student Affairs Officer.
    • Based upon the selection committee report, the Vice Chancellor and Deputy Chancellor will make the final decision.
