Position Summary

The Associate Vice Chancellor (AVC) of Academic Affairs and Student Learning serves as the District's primary operational architect for the convergence of traditional academic instruction, career technical education (CTE), and adult learning. Reporting directly to the Vice Chancellor/Chief Academic and Student Affairs Officer, this executive leader operationalizes the District's educational mission by integrating distinct funding streams and pedagogical models into relevant, seamless pathways for all learners.

This position provides executive oversight for a portfolio that includes Academic Planning, Workforce and Economic Development, Adult Education, and credit, noncredit, and not-for-credit (community services) curriculum and instruction. The AVC is the District's lead strategist for implementing transformative state initiatives-including Common Course Numbering (CCN), Competency-Based Education (CBE), and AB 1705-while fostering a culture of collaboration with the Academic Senate and college Chief Instructional Officers (CIOs) to drive innovation and labor market alignment.

Minimum Qualifications

  • Education: Master's degree from a regionally accredited institution.

  • Experience: One (1) year of successful leadership experience in higher education administration, reasonably related to the administrator's assignment.

  • Cultural Competency: Demonstrated cultural competency, sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and staff.



    Desirable Qualifications

  • Advanced Educational Leadership: An earned doctorate from an accredited college or university in education, higher education administration, or a related field.

  • Strategic Management: Five years of increasingly responsible higher education management experience with a strong emphasis on academic program development, workforce education, and adult education integration.

  • Legislative & Curriculum Expertise: Practical expertise in instructional and program design along with a strong understanding of California Education Code and Title 5, with specific expertise in curriculum approval processes, catalog management, and the implementation of mandates such as AB 928, AB 1111, and AB 1705.

  • Fiscal Acumen: Demonstrated success in managing general fund budgets along with complex categorical funding streams, including WIOA, Strong Workforce, and the California Adult Education Program (CAEP), and ability to leverage these funds to build partnerships.

  • Collaborative Governance: Evidence of working cooperatively with internal constituencies, specifically serving as a liaison to the District Academic Senate (DAS) and the CIO Council, to advance student learning goals in a multi-college district.



    Duties and Responsibilities

    Strategic Academic Leadership, District Support, and Governance

  • Instructional Strategy: Provides district-wide leadership for instructional and curricular programs, ensuring that academic planning aligns with the District's strategic goals and regional accreditation standards.

  • Academic Service & Support: Acts as a central support hub and "concierge" for College Vice Presidents of Academic Affairs and Deans, providing technical assistance, regulatory interpretation, and operational guidance to resolve complex academic issues. Shifts the District Office role from strictly oversight to active partnership, helping colleges navigate barriers to achieve their goals.

  • External Representation & Advocacy: Represents the District on statewide academic task forces, regional consortiums, and professional committees; advocates for the District's interests in the formulation of state policy and translates external trends into internal strategy in areas related to instruction and student learning.

  • District Accreditation Support: Serves as a primary technical resource for college accreditation efforts, supporting institutions in meeting ACCJC standards and assisting specific disciplines in securing and maintaining programmatic accreditation (e.g., Nursing, Allied Health, Automotive) and industry certifications.

  • Governance Liaison: Serves as an administrative liaison to the District Academic Senate (DAS) and the Chief Instructional Officers (CIO) Council; facilitates the development and review of Board Policies (BP) and Administrative Procedures (AP) related to academic affairs.

  • Operational Coordination: regularly convenes and coordinates with college deans, faculty, and staff to harmonize academic strategy across the nine colleges.

    Curriculum, Policy & Legislative Implementation

  • Initiative Rollout: Directs the operational implementation of high-impact state initiatives, including AB 1705 (equitable placement), AB 1111 (Common Course Numbering), and AB 928 (Transfer Reform), ensuring district-wide compliance and consistency.

  • Innovation: Champions the development of future-focused educational models, serving as the executive lead for Competency-Based Education (CBE) and Credit for Prior Learning (CPL) implementation.

  • Curriculum Systems: Oversees the integrity of the District's curriculum inventory and management systems (e.g., eLumen, COCI), ensuring accurate catalog production, state authorization, and alignment with the Chancellor's Office Curriculum Inventory.

    Transfer Pathways, Workforce Education, Adult Education, and Economic Development

  • Pathway Integration: Integrates Cal-GETC, Adult Education (noncredit), and Workforce Development programs, including apprenticeship and other work-based learning, to create permeable education-to-career and transfer pathways.

  • Grant Compliance: Ensures programmatic and fiscal compliance for major categorical and philanthropic funding streams, maximizing resource utilization to support student success.

  • Partnership Development: Oversees the Dolores Huerta Labor Institute (DHLI) and guides the development of strategic partnerships with labor and industry to enhance economic development opportunities.

    Operational Oversight & Administration

  • Staff Supervision: Evaluates and provides strategic direction to the Dean of Workforce and Economic Development, the Dean of Adult and Foundational Education, and the Dean of Curriculum & Outcomes (Academic Planning).

  • Audit & Reporting: Provides high-level support for instructional audits and oversees the development of the Academic Calendar to optimize apportionment and student access.

  • System Alignment: Collaborates with the Enterprise Data unit to ensure the Student Information System (PeopleSoft) accurately reflects curriculum and enrollment data for state reporting.

  • Outcomes Assessment & Efficiency: Provides district-wide leadership for the assessment of Student Learning Outcomes (SLOs) and collaborates with AVC of Institutional Effectiveness, Dean of Enterprise Data and Institutional Integrity, and the nine colleges to analyze schedule efficiency and productivity to optimize course offerings.

    Performs other duties as assigned.
    Salary

    Salary ranges from $184,757 to $259,303 annually. The selected candidate will be placed on the salary schedule dependent on the evaluation of experience and professional preparation. Benefits include 15.5 paid holidays annually, 15-24 days paid vacation annually depending on length of District service, medical/hospital, dental and vision care plans and a $50,000 group life insurance policy.

    Selection Procedures

  • Selected candidates will be invited for an interview following the committee screening, which will involve an evaluation of the candidate's qualifications in the areas of training and experience.

  • The committee will make a recommendation to the Vice Chancellor/Chief Academic and Student Affairs Officer.

  • Based upon the selection committee report, the Vice Chancellor and Deputy Chancellor will make the final decision.
    Application Procedures
    Each interested applicant must submit a detailed letter of interest describing how they meet the qualifications for the position, a current resume, a completed LACCD Application for Administrative position, and copies of transcripts from all higher education institutions attended through the District's online application system. All materials submitted will become the property of the Los Angeles Community College District (LACCD).

    1. A letter of interest, not to exceed three pages, that addresses how the minimum and desired qualifications are met;

    2. A current resume summarizing how the candidate meets the above qualifications for the position;

    3. A list of five professional references that include the reference's title and complete contact information.

    4. Copies of all undergraduate and graduate school (Official transcripts are required for all candidates invited to the final interview). NOTE: All degrees must be granted by an accredited college or university in the United States. Transcripts from a foreign institution must be submitted with an approved evaluation of equivalency from a foreign evaluation service approved by the Commission of Teacher Credentialing Commission Approved Foreign Transcript Evaluating Agencies.

After review of application materials by the selection committee, candidates will be contacted only if selected for interviews.
