POSITION SUMMARY
The Associate Vice Chancellor (AVC) of Institutional Effectiveness and Research serves as the District's chief executive for data strategy, strategic planning, and institutional integrity. Reporting directly to the Vice Chancellor/Chief Academic and Student Affairs Officer, this leader unifies the District's research, accreditation, and enterprise data functions to create a "single source of truth" that drives decision-making and maximizes funding.
This position provides executive oversight for a complex portfolio that includes the District Research Unit, Attendance Accounting, and the Enterprise Data unit. The AVC ensures the accuracy of the Student-Centered Funding Formula (SCFF) metrics, leads the District's defense against fraudulent enrollment (Bot mitigation), and serves as the architect for the District Strategic Plan and accreditation documentation. By integrating technical data compliance with strategic research, this AVC ensures that the District not only meets its regulatory obligations but uses data to close equity gaps and improve student outcomes.
MINIMUM QUALIFICATIONS
Education: Master's degree from a regionally accredited institution.
Experience: One (1) year of successful leadership experience in higher education administration, reasonably related to the administrator's assignment.
Cultural Competency: Demonstrated cultural competency, sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and staff.
DESIRABLE QUALIFICATIONS
Data Executive Leadership:Five years of increasingly responsible management experience in institutional research, planning, or enrollment management, with a track record of using data to drive large-scale institutional improvement.
Technical & Regulatory Mastery: Expert knowledge of California Community College data systems (MIS), Attendance Accounting (CCFS-320), and the Student-Centered Funding Formula (SCFF); understanding of SQL, dashboards (PowerBI/Tableau), and Student Information Systems (PeopleSoft).
Accreditation Expertise: Experience serving as an Accreditation Liaison Officer (ALO) or leading comprehensive accreditation self-studies and site visits under ACCJC standards.
Fraud Mitigation: Experience developing strategies to detect and mitigate fraudulent enrollments ("Bots") to protect public funds and data integrity.
Research Governance: Experience managing an Institutional Review Board (IRB) and coordinating district-wide research councils to ensure ethical and rigorous research standards.
DUTIES AND RESPONSIBILITIES
Strategic Planning & Accreditation
District Strategic Plan: Leads the development, implementation, and assessment of the District Strategic Plan and the Educational Master Plan; ensures all college-level planning is aligned with District goals and Board priorities.
Accreditation Leadership: Serves as the District's executive lead for accreditation documentation and reporting; coordinates with college ALOs to ensure compliance with ACCJC standards, monitors substantive change requirements, and reviews all accreditation reports prior to submission.
IESS Coordination: Facilitates the Institutional Effectiveness and Student Success (IESS) committee, accelerating district-wide dialogue on student performance metrics, equity goals, and institutional improvement strategies.
Grant Evaluation & ROI Analysis: Designs and oversees the evaluation frameworks for major district grants and initiatives; conducts Return on Investment (ROI) analyses to determine the effectiveness of funded programs (e.g., AB 1705 support, Student Equity interventions) and inform resource allocation decisions.
Enterprise Data Integrity, Fraud & Compliance
Attendance Accounting & audit: Oversees the "Attendance Accounting Unit," ensuring the accurate preparation and certification of the CCFS-320 apportionment reports; leads the District's response to internal and external audits related to FTES and enrollment data.
Fraud & Bot Mitigation: Directs the District's strategy for "Fraudulent Student Mitigation"; collaborates with IT and Admissions to deploy automated tools and manual audits that identify and remove bot enrollments, safeguarding the District's financial aid and apportionment integrity.
SIS & MIS Integrity: Collaborates with the IT division to prioritize Student Information System (SIS) enhancements and fixes; ensures the accuracy of state MIS reporting and establishes data standards to maximize SCFF outcomes.
Scheduling Compliance: Monitors district-wide class scheduling practices to ensure compliance with Title 5 and maximizing efficient use of instructional resources (FTEF).
Data Governance Framework: Establishes and leads a formal Data Governance Council to define data ownership, data dictionary standards, and security protocols; ensures district-wide consistency in how data is defined, entered, and reported across all colleges to support the "single source of truth."
Research, Analytics & Projections
Projections & SCFF: Directs the development of Full-Time Equivalent Student (FTES) projections and SCFF revenue modeling to inform the District's budget allocation process; provides enrollment planning data to the colleges.
Research & Dashboards: Oversees the "Research Unit," managing the development of public-facing and internal dashboards that democratize access to data; ensures "Ad Hoc" research requests from the Chancellor and Board are fulfilled accurately and timely.
Institutional Review Board (IRB): Oversees the District's Institutional Review Board (IRB) and the external research request process, ensuring all research involving human subjects complies with federal regulations and ethical standards.
Surveys & Analytics: Coordinates district-wide surveys (e.g., campus climate, student satisfaction) and performs advanced quantitative and qualitative analytics to measure the impact of district initiatives.
AI & Predictive Strategy: Leads the ethical implementation of Artificial Intelligence (AI) and machine learning tools for decision support; develops predictive models to identify enrollment trends and student success barriers, ensuring that algorithmic tools are free from bias and aligned with equity goals.
Operational Oversight
Staff Supervision: Evaluates and provides strategic direction to the Dean of Enterprise Data and Institutional Integrity (who oversees Attendance Accounting and SIS functional integrity) and the District Research Staff.
District Research Council: Chairs the District Research Council, fostering collaboration among college researchers to share best practices, standardize data definitions, and coordinate research agendas.
Clearinghouse Reporting: Oversees the accurate reporting of enrollment data to the National Student Clearinghouse to support financial aid eligibility and transfer tracking.
Cradle-to-Career & Workforce Data Alignment: Serves as the District's lead for aligning data systems with regional K-12 partners and workforce agencies (EDD); ensures LACCD is prepared to integrate with the state's Cradle-to-Career data system to track long-term student economic mobility.
Performs other duties as assigned. Salary
Salary ranges from $184,757 to $259,303 annually. The selected candidate will be placed on the salary schedule dependent on the evaluation of experience and professional preparation. Benefits include 15.5 paid holidays annually, 15-24 days paid vacation annually depending on length of District service, medical/hospital, dental and vision care plans and a $50,000 group life insurance policy.
Selection Procedures

A selection committee will review all completed and approved applications and contact those selected for an interview.
Selected candidates will be invited for an interview following the committee screening, which will involve an evaluation of the candidate's qualifications in the areas of training and experience.
The committee will make a recommendation to the Vice Chancellor/Chief Academic and Student Affairs Officer.
Based upon the selection committee report, the Vice Chancellor and Deputy Chancellor will make the final decision.

4. Copies of all undergraduate and graduate school (Official transcripts are required for all candidates invited to the final interview). NOTE: All degrees must be granted by an accredited college or university in the United States. Transcripts from a foreign institution must be submitted with an approved evaluation of equivalency from a foreign evaluation service approved by the Commission of Teacher CredentialingCommission Approved Foreign Transcript Evaluating Agencies.
