Position Profile
An administrator and leader with strong management experience; possess an in-depth understanding of the health, mental health, and basic needs of college students; knowledge in college health services; demonstrated experience in crisis intervention and management; knowledge of basic needs resources, knowledge of student conduct, and an affinity for working in a collaborative educational environment.
Primary Duties and Responsibilities
The Dean, Health and Wellbeing will develop, implement, direct, and evaluate the operations, programs, activities, and services of the Center for Wellness and Wellbeing, the Student Health Services Center, Student Judicial Affairs and the Basic Needs Program, and the Care and Prevention Team. Provides short- and long-term planning, prepares and administers annual program reviews and budgets, supervises and evaluates the performance of assigned personnel, negotiates partnership agreements with community partners, serves on campus and community committees, serves as a lead for the Emergency Operations Team, ensures compliance with District policies and applicable state and federal regulations related to healthcare.
- Provides vision and strategic direction for integrated student health and wellbeing services.
- Plans, develops, implements, directs, and evaluates all operations, programs, activities, and services of Student Health Services, Center for Wellness and Wellbeing, Basic Needs Program, Center for Students with Disabilities, Student Judicial Affairs, and the Care and Prevention Team.
- Develops and implements organizational structures, writes, and reviews protocol, policy, and procedures for all health and wellbeing-related programs and services to optimize efficient and effective delivery of services.
- Prepares, administers, and monitors annual budgets for all programs.
- Analyzes departmental operations to ensure the departments are operating within budgetary limits, and determines the financial effectiveness of departmental services for the District and the students.
- Collaborates with the College's Foundation on grant writing and grant management.
- Oversees the Basic Needs activities that address student food insecurity and homelessness.
- Chairs the Care and Prevention Team committee.
- Assesses individual student health conditions during crisis intervention.
- Oversees the Social Worker Internship Program.
- Supervises and evaluates managers, Coordinators, Classified personnel, and student interns.
- Serves as a co-lead for the District's Emergency Operations Team.
- Complies and analyzes data related to program participation, evaluation, and unit outcomes.
- Promotes and markets the programs and services of each area.
- Serves on relevant campus-wide and community committees and participates in appropriate professional organizations that promote the mission of the Student Health Center, The Center for Wellness and Wellbeing, Basic Needs Program, Student Judicial Affairs, and the Center for Students with Disabilities.
- Collaborates with outside agencies to provide resources and services for SMC students.
- Evaluate the needs of Student Health Center, The Center for Wellness & Wellbeing, Basic Needs Program, Student Judicial Affairs, and the Care and Prevention Team.
- Oversee/supports data collection and reports for Student Health Services, The Center for Wellness & Wellbeing, Basic Needs Program, Student Judicial Affairs, the Center for Students with Disabilities, and the Care and Prevention Team.
- Establishes and implements policies and procedures in compliance with Board Policy and all applicable laws, codes, and regulations.
- Performs other related duties as assigned.
Organizational Structure
Minimum Qualifications
- Master's degree from an accredited college or university.
- One year of formal training, internship or leadership experience reasonably related to the administrative assignment.
- Must have sensitivity to and understanding of the diverse socio-economic, academic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical and/or learning disabilities as these factors relate to differences in learning styles.
Preferred Qualifications
- Licensed psychologist, social worker, marriage and family therapist, or has an advanced degree in healthcare (Licensed nurse practitioner or medical doctor).
- Two years of relevant experience in counseling, campus health, or psychological services center/ or comparable medical or ambulatory health care facilities.
- Two years of supervisory experience, preferably in mental health or health care environment.
- Demonstrated experience as an outstanding leader with conflict resolution, decision-making, and implementation skills.
- Thorough understanding of accounting and budgetary procedures as well as personnel management.
- Demonstrated experience with the developmental needs of college students.
- Strong experience in community or public health training, preventative services, and quality management.
- Demonstrated experience in outstanding health and mental health care in higher education and record of innovation in the delivery of these services.
- Strong organizational skills.
- FEMA Training on Emergency Preparedness for Institutions of Higher Education and Incident Command.
- Demonstrated knowledge of applicable California State and federal laws and ethical guidelines pertinent to health and mental health care delivery in a college setting (i.e., HIPAA, FERPA, and Title IX).
- Experience with assessment, program review, quality assurance, and accreditation issues pertinent to health and mental health centers.

- Strong analytical and critical thinking skills to be able to collect and analyze the appropriate data and information to ensure that the programs are regularly assessed and enhanced.
- Ability to exercise sound judgment and discretion when handling sensitive and confidential information.
- Demonstrate understanding the needs and challenges of low-income, underrepresented minority students, racially minoritized students, and first-generation college students.
- Knowledge of and direct experience with college health and mental health or closely related areas of health care practice and administration.
- Knowledge of integrated care and openness to working within an integrated model.
- Knowledge of health and mental health promotion practices in a college setting.
- Knowledge of applicable federal, state, local government laws, and guidelines, to ensure compliance with regulatory laws, rules and regulations including but not limited to, Title 5, California Education Code, FERPA, and HIPPA.
