Introduction
The Los Angeles Community College District (LACCD) announces an opening for Consulting Instructor, DSPS at LAMC, a two-year community college that serves more than 11,000 students from diverse socio-economic backgrounds. The College is one of nine in the Los Angeles Community College District. Founded in 1975, LAMC is located in Sylmar and has strong historical ties to the neighboring communities of San Fernando, Pacoima, Mission Hills, North Hills, Panorama City and Granada Hills. In recent years, the institution's enrollment base has expanded to include many of the communities throughout the greater-San Fernando Valley, as well as Canyon Country and Santa Clarita. Job Description
Under the direction of the Vice President of Student Services or designee, the Consulting Instructor - DSPS provides organizational leadership and management for DSPS, including the selection of faculty and staff, training of college personnel relative to the unique needs of students with disabilities, and fulfills the role of director in charge of DSPS with responsibility for ensuring compliance with all federal and state guidelines related to services/accommodations for student with disabilities. The anticipated start date is January 2, 2025.
Minimum Qualifications
Applicants must meet State minimum qualification as listed below:
- A degree from an accredited college or university that allows the individual to teach any discipline offered at any campus of the Los Angeles Community College District.
- Sensitivity to and an understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
- Title V requirements for supervision of a DSPS program. (See list of requirements below)
TITLE V REQUIREMENTS FOR SUPERVISION OF A DSPS PROGRAM: Title V, Chapter 7, subchapter 1, Disabled Students Programs and Services, Section 56048 (b) Staffing: the designated Director (Coordinator) must meet the minimum qualifications for a DSPS counselor or instructor as set forth in Section 53414 (a) through (d) or meet the minimum qualifications for an educational administrator as set forth in Section 53420 and in addition have two years full-time experience or equivalent within the last four years in one or more of the following fields:
1) Instruction or counseling or both in a higher education program for students with disabilities;
2) Administration of a program for students with disabilities in an institution of higher learning;
3) Teaching, counseling or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or
4) Administrative or supervisory experience in industry, public agencies, government, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.
Eligibility
A medical certificate indicating fitness to engage in administrative work is required for new employees at the applicant's expense prior to employment.
Duties and Responsibilities
- Provides organizational leadership and day-to-day management of DSPS, which includes assisting in the coordination of the day-to-day operations of the DSPS office, participation in the selection of faculty, and training of college personnel relative to the unique needs of students with disabilities.
- Supervises and evaluates classified staff in coordination with the Area Dean.
- Serves as director responsible for ensuring compliance with all federal and state guidelines related to accommodations for students with disabilities.
- Develops, and oversees all aspects of the program budget for the college; prepares mandatory fiscal reports for the State Chancellor's Office.
- Maintains liaison with the Department of Rehabilitation, Veterans Administration, and other agencies providing education and services for individuals with disabilities.
- Conducts program reviews, prepares annual program plans, and monitors attainment of goals integrated with institutional priorities for DSPS. Prepares reports as required by college, district, state, and federal agencies within areas of responsibility.
- Has responsibility for the implementation of the DSPS Service Area Outcomes.
- Acts as liaison for DSPS on district and state-wide committees.
- Serves on college committees as assigned.
- Represents the Vice President of Student Services as requested.
- Works evenings as needed.
- Performs other duties as assigned within the scope of the position.
Desired Qualifications
1. Experience with learning disabilities assessment; familiarity with or training in the Learning Disabilities Eligibility and Services Model (LDESM).
2. Licensed as a mental health practitioner in either: Marriage and Family Therapy (LMFT); Social Work (LCSW) or Psychology (Psy.D. or Ph.D.).
3. Experience working with educational programs for individuals with disabilities.
4. Embodies personal characteristics that are necessary for working with students, employees, and the public in an administrative capacity, including wholesome personality, stability, good judgment, tact, team spirit, and ability to cooperate with co-workers.
5. Knowledge of administrative procedures and practices at the community college level, including a commitment to shared governance, consensus building, and team approach to management.
6. Ability to communicate effectively both orally and in writing and demonstrated ability to produce significant reports/documents.
7. Fluency in American Sign Language is desirable.
8. Evidence of ability to be creative/innovative in administering programs and services.
9. Experience working as part of a College Behavioral Intervention Team (BIT) or the equivalent.
10. Demonstrated experience in successful grant writing.
11. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff and students.
Salary and Benefits
The salary range is $97,716 - $174,432 commensurate with academic preparation and experience for new employees. The doctoral differential is $471 per month. The LACCD provides fringe benefits including a choice of dental and medical plans, voluntary life insurance, income protection insurance and vision care.
