The Technology and Institutional Effectiveness Division is seeking a dynamic leader to collaborate with both internal and external stakeholders. This leader will create innovative curricular opportunities for students using technologies such as AI and Virtual Reality. The role supports distance education, credit for prior learning, competency-based education, and other emerging practices in higher education.
This position oversees the Office of Grants to synergize program funding and the Office of Institutional Effectiveness, which handles the institution's assessment, research, reporting, and accountability processes. The ideal candidate will be knowledgeable in the Learning Management System (currently Canvas) and emerging technologies essential for serving students and faculty in the classroom of the future.

General Description:

This position serves as an exempt educational administrator. Under the direction of the Vice President of Technology and Institutional Effectiveness, the Dean of Innovation and Institutional Effectiveness will provide strategic leadership in fostering a culture of innovation across the college. This role will involve developing, implementing, and overseeing innovative practices and programs that align with the college's mission and strategic goals. The Dean will lead efforts in identifying and integrating new technologies, pedagogical approaches, and organizational practices to enhance teaching, learning, and operational efficiency. Provides leadership for the institution's assessment, accreditation, research, grants, integrated planning, and accountability processes. Responsible for planning and assisting with strategies that provide direction for strategic planning, accreditation compliance, enrollment management, institutional research, institutional effectiveness, grants development, and assessment of institutional outcomes.

Examples of Duties

Essential Functions:


  • Provide vision, leadership, and coordination for innovation initiatives across the college, ensuring alignment with institutional goals.
  • Develop and implement innovative academic programs and initiatives that respond to emerging trends and student needs, including, but not limited to, emerging trends in artificial intelligence and immersive learning teaching.
  • Foster a culture of creativity and experimentation among faculty, staff, and students.
  • Identify and integrate new technologies to improve teaching, learning, support services, and operational efficiency.
  • Collaborate with academic and administrative departments to support and scale innovative practices aligned with the College's educational master plan and strategic plan.
  • Oversee the development and implementation of professional development programs related to innovation, institutional effectiveness, and grants development.
  • Manage the budget and resources for innovation initiatives and other programs under their leadership, ensuring fiscal responsibility and alignment with strategic priorities.
  • Serve as a key liaison between the college and external partners, including industry, educational institutions, and community organizations, to promote collaboration on innovative projects.
  • Lead efforts to secure external funding for innovation initiatives, including grants and partnerships.
  • Monitor and assess the effectiveness of innovation programs and practices, making recommendations for improvement as needed.
  • Provide leadership in the adoption of new pedagogical approaches and instructional technologies.
  • Support the college's strategic planning process by identifying and promoting innovative solutions to institutional challenges.
  • Regularly report on the progress and impact of innovation initiatives to the college leadership and stakeholders.
  • Regularly, at the discretion of the vice president and president, attend administrative team meetings.
  • Identify and collect institutional benchmark data and provide reports as needed
  • Lead the planning, development, and implementation of the college's strategic plan and its concomitant performance indicator
  • Prepare score card reports identifying progress in achieving strategic initiatives and goals
  • Prepare and publish an annual institutional effectiveness report
  • Serve as a member of various campus committees and task forces as appropriate
  • Participate in the development of college enrollment management plan and FTES targets based on financial and enrollment goals
  • Working with faculty and staff, provide overall coordination for student learning outcomes (development, assessment, and results); maintain SLOs database
  • Develop and administer budgets for areas of responsibility
  • Manage, supervise, and evaluate assigned staff; participate on the screening and selection of staff as required; train staff on services and programs as implemented
  • Other related duties as assigned

  • Analyze and interpret data to inform decision-making and assess the impact of innovation initiatives.
  • Study timely, key demographic and educational trends and interpret information for relevance to Merced College
  • Manage multiple timelines for internal and external reporting requirements
  • Effectively lead and motivate administrators, managers, faculty, and staff with a collaborative style in a collegial and participatory governance environment
  • Manage and lead area staff
  • Promote and incorporate culturally affirming DEIA and anti-racist principles to nurture and create a respectful, inclusive, and equitable learning and work environment. In conducting their duties, staff members shall respect and acknowledge the diversity of students and colleagues


Typical Qualifications

Required Qualifications:

  • Master's degree from an acceptable accredited institution AND
  • One-year of formal training, internship, or leadership experience in related fields AND
  • Supervisor or manager experience in an educational environment AND
  • Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
License or Certificate:

Valid California Driver's License or ability to obtain within 90 days of hire date

Desired Qualification:

  • Doctorate degree in a discipline related to the position.
  • Experience with higher education administrative/student information systems including technical understanding of data warehousing and data mining.
