General Purpose
Under direction, plans, schedules, assigns, oversees and inspects the work of maintenance personnel involved in the servicing, maintenance and repair of buildings, roofing, mechanical equipment, heating/ cooling equipment, energy management systems and controls, electrical systems, plumbing/piping and carpentry; and performs related duties as assigned.
Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Provides input in selecting, training and providing day-to-day lead work guidance and direction to other staff; assigns, schedules and monitors work for completeness, accuracy and conformance with District, department and legal/regulatory requirements and standards; monitors workflow to ensure that mandated deadlines are being met in an optimal manner; provides information, instruction and training on work procedures and technical, legal and regulatory requirements.
- Provides input to the District Director on employee work performance and behaviors; assists in ensuring a fair, open and inclusive work environment in accordance with the District's mission, goals and values.
- Schedules, coordinates, oversees and assists in performance the work of personnel engaged in the inspection, maintenance, repair and remodeling of buildings, facilities and building systems, including plumbing, electrical, heating and air-conditioning, and carpentry; ensures the timely completion of predictive and preventive maintenance programs; inspects building equipment and assesses the condition and remaining life expectancy to plan for replacement; recommends type/model of replacement equipment, systems and controls; schedules and coordinates maintenance activities with user departments.
- Provides technical assistance and guidance to staff across all facility maintenance disciplines; instructs and provides for the training of staff in work methods, use of tools and equipment and relevant safety precautions.
- Participates in troubleshooting problems and assists by performing highly skilled work in repairing mechanical and electrical equipment and systems.
- Responds to inquiries and complaints from District and college departments.
- Prepares and maintains a variety of records and reports, including timecards, worksheets, accident reports and maintenance requests; conducts inventories and requisitions necessary tools, equipment, materials, parts and supplies.
- Solicits and receives bids; reviews and prepares plans and specifications for maintenance, repair and replacement work to be performed by outside contractors; supports, monitors and inspects work performed to determine compliance with contract requirements, codes and District quality standards.
- Implements the District's safety program for maintenance operations; ensures subordinates follow safety policy in work methods and procedures; enforces proper safety precautions while working in dangerous situations; educates employees on rules, regulations, safe work habits and potential hazards presented by their work environment
- Researches new operational methods, techniques and equipment and recommends their application; develops, reviews and updates written maintenance instructions and schedules.
- Responds to emergency situations as necessary.
- Provides day-to-day lead work guidance and direction to other building trades staff; assigns, schedules and monitors work for completeness, accuracy and conformance with District, department and legal/regulatory requirements and standards; provides information, instruction and training on work procedures and technical, legal and regulatory requirements; works with District staff to maintain the electronic maintenance management system.
- Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

Employment Standards / Minimum Qualifications
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- All trades/crafts required to ensure the maintenance and repair of a community college building and its mechanical parts.
- Principles, methods, parts and equipment used in facilities construction, maintenance and repair, including electrical systems, control systems, air conditioning/heating, plumbing and carpentry.
- Applicable federal, state and local laws, rules and regulations.
- Proper English usage including grammar, spelling and punctuation.
- Safety policies and safe work practices applicable to the maintenance work being performed.
- Basic principles and practices of employee work guidance and direction.
- Personnel Commission Rules, Administrative Regulations, Human Resources policies/procedures and collective bargaining agreements.
Skills and Abilities to:
- Plan, estimate, schedule, coordinate, assign and review the work of other maintenance staff.
- Motivate and evaluate staff and provide for their training.
- Identify and implement effective courses of action to complete assigned work.
- Read and interpret plans, specifications and manuals.
- Troubleshoot and repair chillers/boilers, air conditioning and electrical, mechanical and plumbing systems.
- Analyze problems, evaluate alternatives and recommend or adopt effective courses of action in accordance with established policies and procedures.
- Set priorities and exercise sound judgment within areas of responsibility.
- Understand, interpret, explain and apply applicable laws, codes, regulations, policies and procedures.
- Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.
- Communicate effectively, both orally and in writing.
- Understand and follow written and oral instructions.
- Operate a computer and use standard business software.
- Establish and maintain effective working relationships with all those encountered in the course of work.
EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalent, completion of a HVAC instructional program and five years of journey-level work experience in one or more of the building trades, at least one of which was in HVAC; or an equivalent combination of training and experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
EPA-approved Section 608 Type I and II refrigeration certification.
Forklift certification is required within three months of hire or appointment to the position.

Physical Demands
While performing the duties of this class, employees perform moderate to heavy physical labor with constant standing and walking for extended periods; walk over rough or uneven surfaces; frequently push, pull, lift and carry heavy objects weighing up to 75 pounds; bend, stoop and kneel; use manual dexterity to safely operate power equipment; operate motorized equipment and vehicles, including a truck and electric cart to travel to various campuses and locations on campus.
Mental Demands
While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve basic problems; use basic math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; work under deadlines with interruptions; and interact with District staff, other organizations and the public.
WORKING ENVIRONMENT

The employee frequently works near moving mechanical parts, in outside weather conditions and is exposed to extreme weather and wet or humid conditions, fumes, toxic or caustic chemicals. The noise level is often noisy.
The employee may be required to travel to locations other than assigned work site and to adjust to work schedule changes and requirements to work overtime.

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
The assessment process will include a competency assessment (60% weight) and an oral interview assessment (40% weight). Of those achieving a passing score on the competency assessment, only the most qualified candidates will be invited to the oral interview assessment. Passing score is 75% out of 100% on each assessment section.

ELIGIBILITY LIST
Candidates who attain a passing score on each part of the assessment will be placed in rank order on a district wide Open-Competitive List. Using the same process, a separate Promotional List will be established and both Lists will be used concurrently. The eligibility list will be used to fill current vacancies in this classification Districtwide for at least six months.
