SUMMARY DESCRIPTION
To plan, organize, coordinate, prioritize, and manage Central Services functions, programs, services, operations and activities, including off campus purchasing, receiving, warehouse, stores, mailroom and courier operations; maintain customer service culture; supervise the warehouse facilities at both campuses in the District-wide receipt, distribution, delivery, storage, inventory and issuance of supplies, equipment, materials and miscellaneous items; ensure the timely and accurate inventory control of warehouse supplies and equipment assigned as fixed assets; and perform a variety of other technical tasks related to areas of assignment.

To foster a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the District; lead by example; actively participate in and support District-wide participatory governance components and activities and other collaborative processes; encourage professional excellence among the staff and promote an organizational culture of customer service, innovation, and quality services.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Executive Director of Business Services or designee of the Chancellor.

Exercises functional and technical supervision over Central Services personnel as assigned.

REPRESENTATIVE DUTIES
The following duties and responsibilities are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Plan, organize, coordinate and manage the programs, services, operations and activities of Central Services, including off-campus purchasing, warehouse, courier services, off campus purchasing, and the District mailroom operation; develop and implement appropriate methods and procedures to optimize efficient and effective delivery of services to students and staff.

Develop, coordinate, organize, implement, supervise, control and evaluate activities and operations of assigned responsibilities; compile and analyze data related to Central Services activities and operations; recommend improvements and modifications; develop organizational structures and work processes that facilitate attainment of established goals and objectives.

Establish schedules and methods to receive and sign for materials, supplies, books, equipment, tools and miscellaneous items ordered by College and District staff; supervise the unloading and inspection of shipments to verify conformance to purchase order specifications; prepare full or partial receipts; reject or accept shipments based on inspection and report shortages, damages and other discrepancies.

Establish schedules and methods to schedule, package, load, unload and deliver supplies and equipment from purchase orders and requisitions; oversee the assembly of non-technical equipment and furniture prior to delivery; arrange for emergency and special deliveries; package and prepare unwanted or defective goods for return to vendors.

Supervise and participate in the annual physical warehouse inventory; store, maintain and rotate office and custodial supplies in stock; fill orders and issue supplies from stock; maintain an inventory of stock on shelves; prepare and maintain a variety of records and reports related to warehouse operations; prepare fixed asset forms and affix inventory control decals; input and maintain fixed asset and property records utilizing a computer terminal; supervise the sale of District surplus property.

Maintain open purchase order files manually and on computer terminal; authorize off-campus purchases on open purchase orders; forward purchase orders for payment according to established procedures.

Check shipping invoices against purchase orders for order discrepancies; confer with and receive calls and visits from College departments and District employees requesting special supply orders; communicate and file claims with vendors and transportation services regarding shipments as needed; process credits on returns and/or damaged goods.

Maintain the warehouse in a clean, efficient and organized manner; arrange stock to ensure maximum usage of available space; operate a variety of equipment including forklift, pallet jack, hand truck and computer terminal to ensure smooth and effective warehouse operations; and perform regular safety inspections on all equipment.

Initiate requisitions for store materials, supplies, equipment, repairs and related items; code to proper account or verify accuracy of budget number; post transactions; extend costs and run totals; create new item/catalog descriptions for stores system.

Supervise inter-campus courier services and all mail deliveries, mail schedules and hand deliveries; check in mail and assign routes.

Assist in preparation and administer annual program budgets; prepare recommendations, justifications and cost estimates regarding budget requests; monitor and control expenditures according to District policies and applicable regulations.

Participate in hiring process; train, supervise and evaluate the performance of assigned technical and clerical personnel; delegate and review assignments and projects; evaluate work products and results; establish and monitor timelines and prioritize work; schedule regular and ongoing safety training; motivate staff and resolve conflicts within the group.

Contribute to department meetings, agendas, content and training.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

EDUCATION AND EXPERIENCE GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Equivalent to an associate of arts degree from an accredited college or university with major course work in purchasing, business or public administration or closely related field.

Experience:

Five years of increasingly responsible experience in warehouse operations, storekeeping or a closely related field involving the selection, purchasing, storing and issuing of a variety of materials and supplies, including at least two years of experience in a supervisory capacity.

LICENSES, CERTIFICATES, AND/OR OTHER REQUIREMENTS:

Valid California driver's license.

Possession of, or ability to obtain, a valid forklift operator's certificate.

KNOWLEDGE OF:

Applicable District, local, State and federal policies, laws and regulations related to areas of assignment. Basic principles and practices of purchasing.

Basic principles of risk management, including safety hazards and appropriate precautions applicable to area of assignment.

Budget preparation and administration.

Correct English composition, grammar, spelling and vocabulary. District and College organization, operations and objectives.

Effective methods, practices and procedures used in a District-wide warehouse operation involving the receipt, storage, distribution, delivery, inventory and issuance of supplies, equipment, materials and miscellaneous items.

Equipment and materials used in warehouse operations including familiarity with computerized warehouse or inventory application programs.

Interpersonal skills including tact, patience and diplomacy. Inventory control.

Operation of computer, peripherals and software programs, including database management, spreadsheet, word processing and specialized software.

Oral and written communication skills. Planning and organizational skills.

Principles and procedures of record keeping. Principles of training and supervision.

ABILITY TO:

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations.

Collect, compile and analyze data.

Establish and maintain cooperative working relationships with those contacted in the course of work. Evaluate needs and estimate future supply requirements for supplies and other inventory items.

Interpret, apply and explain complex and technical local, State and federal policies, laws, regulations and other legal mandates related to areas of assignment.

Maintain accurate records and controls.

Maintain current knowledge of bidding procedures and purchasing operations. Maintain inventory control of warehouse supplies and equipment.

Manage a District-wide warehouse operation for the successful receipt, issuance, distribution, delivery, storage and inventory of supplies, equipment, materials and miscellaneous items.

Meet schedules and timelines.

Observe health and safety rules and regulations.

Operate a variety of equipment including a small truck, forklift, pallet jack and hand truck.

Operate office equipment such as computer, printer, calculator, copier and facsimile machine. Organize time and workspace effectively.

Perform assigned work with speed and accuracy.

Prepare and administer budgets for assigned program areas.

Prepare and maintain a variety of warehouse-related records and reports.

Relate effectively to people of varied academic, cultural and socioeconomic background using tact, diplomacy and courtesy.

Select and recommend the purchase of routinely used materials and supplies. Train, supervise and evaluate the performance of assigned personnel.

Understand and effectively and collaboratively work in a complicated multi-college environment, as well as within a system of community college districts.

Work effectively with others to achieve common goals including student recruitment and retention. Work independently with minimum supervision.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.

Work Environment:

The work assigned to this classification is typically performed in a warehouse environment. While performing the duties of this classification, the employee regularly works in extreme heat and cold conditions and is regularly exposed to fumes, airborne particles, toxic or caustic chemicals. Safety shoes and protective clothing are required. The work environment is noisy. Enlist at least minimal environmental controls to assure health and comfort.

Physical Demands:

Incumbents regularly required to stand and walk on hard surfaces for extended periods of time; use hands to finger, handle, or feel objects, a keyboard or other office machines, tools or controls; reach with hands and arms; bend, stoop, kneel or crouch; speak clearly and distinctly to provide information; and hear and understand voices over telephone and in person; maneuver effectively in confined spaces. Employees assigned to this classification must regularly lift, carry and/or move objects weighing up to 75 pounds.
