The Los Angeles Community College District (LACCD) announces an opening for Dean of Instructional Services, at East Los Angeles College (ELAC), who will oversee the Health Sciences & Public Safety programs, such as the Nursing, Allied Health, Respiratory Therapy, Public Safety Affiliation, Administration of Justice, and other areas as assigned. The college is seeking a student-centered, innovative, and revenue-generating leader focused on growing, developing, and aligning our academic programs with the college's goals in response to student and community needs, as well as supporting our college's commitment to educating the more than 55,000 racially and socioeconomically diverse students we serve each year. ELAC is the largest of the nine colleges in the LACCD that serves East and Southeast Los Angeles with campuses in Monterey Park, Southeast, and Rosemead. Established in 1945, ELAC is designated as a Hispanic Serving Institution (HSI) dedicated to providing the highest quality of transfer, non-credit programming, and community programming with the purpose of supporting students in achieving associate degrees, general education, skills certificates, workforce preparation, and/or personal development. The college seeks to fulfill the potential of each student through innovative teaching methods, the latest in educational technology, and committed support services. POSITION DESCRIPTION

The Dean of Instructional Services works cooperatively with department chairs, directors, and community programming to support program review and planning, grant development, curriculum development, scheduling, FTE (Full Time Equivalent) management, hourly rate assignments, hiring and contract compliance. The Dean articulates, implements, and monitors compliance with the Education Code, Title 5, Board Rules, District Administrative Regulations, Personnel Guides, accreditation, and collective bargaining agreements. They also represent Instructional Services on a variety of committees and subcommittees under the College's shared governance structure and serve as a resource to the Vice President of Instructional Services on issues pertaining to the dean's area of responsibility. The College invites diverse individuals with the required training and work experience to apply for the position. In accordance with the Teamsters Local 911 Collective Bargaining Agreement, this position may require evening and weekend work, assignments at various work locations, and reassignment of department responsibilities as needed.

MINIMUM QUALIFICATIONS

Master's degree from an accredited college or university.

Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment.

Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff, and students.

RESPONSIBILITIES

  1. Plan, develop, organize, coordinate, supervise and evaluate assigned instructional programs in accordance with college Strategic Educational Plan, legal requirements, District policies, Accreditation Standards, and sound instructional or guidance principles and practices.
  2. Facilitate completion of overall objectives and plans for departments; initiate and participate in overall program planning; assess needs for new programs or services; facilitate their development and implementation in accordance with established approval guidelines and budgets.
  3. Monitor outcomes assessment processes for programmatic improvement, which may include providing relevant information and facilitating discussions about the results of Student Learning Outcomes (SLO), Service Area Outcomes (SAO), Program Learning Outcomes (PLO), and or Institutional Learning Outcomes (ILO) and using the outcomes assessment results to make improvements and address equity gaps in those areas to foster a diverse and inclusive learning and work environment.
  4. Work collaboratively with department chairs, advisory boards, and other stakeholders where appropriate to assist in planning, implementation, and feedback for program review, curriculum development, scheduling assignments, enrollment management, hiring, contract compliance, and accreditation.
  5. Assign, supervise, evaluate, and collaborate with department chairs, faculty, classified staff, and unclassified staff with sensitivity to their diverse backgrounds.
  6. Plan, coordinate, and provide training and professional development to assigned staff.
  7. Oversee the screening, interviewing, and selection process of faculty, classified, and unclassified staff to ensure compliance with the California Education Code, Title 5 Regulations, Los Angeles Community College District (LACCD) Board Policies, LACCD Administrative Regulations, Human Resources Guides, Personnel Guides, Personnel Commission Laws and Rules, and collective bargaining agreements in a fair and consistent manner.
  8. Oversee staff assignments and schedules; assign work location in accordance with established District policies.
  9. Manage, coordinate and direct special projects; initiate studies and conduct analysis as necessary to evaluate the efficiency of instructional and student support programs to determine the need for new or modified course offerings, programs, or services.
  10. Ensure the preparation, distribution, and maintenance of required reports, records, and files by appropriate staff.
  11. Communicate and promote program objectives and offerings to potential and current students, other educational institutions, community organizations, staff, instructors, and others. Establish formal partnerships or alliances and collaborate with industry and external educational institutions, educational initiatives, and/or programs.
  12. Supervise, develop, and manage the annual budget and contractual commitments according to established procedures; control and oversight of assigned program budgets; and specially funded budgets and grants. Draft contract proposals/memorandums of understanding.
  13. Serve as a member of college and District committees, subcommittees, and task forces under the College's participatory governance structure; as assigned; co-chairs assigned committees; attends meetings that include Deans, Vice Presidents, and President; liaise with other campuses and District administration to ensure proper coordination of activities; promote sharing of ideas and communication of administrative required benchmarks with others, internal and external, to the District.
  14. Represent the college and District at external, local, state, national and international conferences, meetings, task forces, and activities that improve, promote, and publicize college and District instructional and/or student support programs.
  15. Coordinate the investigation of and assist in the facilitation and the resolution of student, staff, and faculty in conflict and complaints in accordance with State and District requirements.
  16. Coordinate, investigate, and facilitate the resolution of student grievances.
  17. Manage student conduct and discipline.
  18. Interpret, articulate, implement, and monitor compliance with the California Education Code, Title 5 Regulations, LACCD Board Policies, LACCD Administrative Regulations, Human Resources Guides, Personnel Guides, Personnel Commission Laws and Rules, applicable state and federal laws, and collective bargaining agreements in a fair and consistent manner.
  19. Serve as the administrator in charge of the college in the absence of the President or Vice President as delegated.
  20. Serve and provide administrative leadership and oversight as evening and/or weekend administrator, as assigned.
  21. May serve on the incident command team.
  22. Engage in strategic planning and promotes new and emerging technologies and creative ideas in support of teaching and learning and that enables the division and the college to be more productive, efficient, and continuously improve its services.
  23. Facilitate discussion and collaboration related to the understanding and utilization of data in planning and decision making.
  24. Perform other duties as assigned. Assignment of departments is subject to change aligned with the Teamster's Collective Bargaining Agreement.


DESIRABLE QUALIFICATIONS

1. Experience working collaboratively with instructional departments.

2. Demonstrated leadership experience in planning, organizing, and implementing programs.

3. Demonstrated experience in interpreting, articulating, and implementing a variety of regulations, policies, and procedures.

4. Knowledge and experience in curriculum development, scheduling, FTE management, and compliance with regulation and contractual requirements.

5. Sensitivity to changing student populations, ethnic and cultural diversity within those populations, and the academic programs necessary to serve those students.

6. Ability to work effectively with faculty, staff, and administrators.

7. General knowledge of budget implementation and management.

8. General knowledge of grant budgets and compliance, successful grant development, and revenue generation, implementation, and management.

9. Personal characteristics necessary for working with students, employees, and the public in an administrative capacity, including stability, good judgment, tact, team spirit, and ability to cooperate with co-workers.

10. Ability to communicate effectively both orally and in writing and ability to produce significant reports/documents using relevant and applicable technology and data.

SALARY AND BENEFITS

The Los Angeles Community College District determines placement on the pay scale depending on verified education and employment history. The current starting annual salary range is from: $175,836 - $206,448 plus a doctoral differential of $524/month, if applicable, and career increment differential, if applicable. Benefits include paid holidays, medical, dental, and vision care plans, and a $50,000 group life policy.

Eligibility Requirement: COVID 19 VACCINATION

Pursuant to LACCD (Los Angeles Community College District) Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees' policy.
