Essential Functions:
GENERAL PURPOSE
Under general direction of the Dean, Instruction, plans, organizes, integrates and manages the educational processes, administrative activities and operations of the college's intercollegiate athletic programs; manages team coaches and athletic department employees; ensures compliance with sports-specific rules/regulations/policies of the California Community College Athletic Association (CCCAA) and National Collegiate Athletics Association (NCAA); promotes the integration of athletics into the college's broader educational mission including scheduling, program/curriculum development and Guided Pathways; actively engages in participatory governance processes; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
Associate Dean, Athletics is distinguished from other deans and academic managers by its responsibility for student athletes' academic success in a community college athletic program and for providing leadership and management oversight of associated intercollegiate athletic teams as the college's Athletic Director.

It is further distinguished from the Director, Athletics classification by the provision of additional educational/administrative support to the Dean and by the increased complexity in planning, organizing, compliance monitoring/ reporting/ investigations, liability, and risk brought about by the increased number and variety of athletic teams/events, student athletes and employees.

ESSENTIAL DUTIES & RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
1. Plans, organizes and manages the college's athletic department.
2. Plans, organizes, directs, controls, integrates and evaluates the work of assigned employees; with employees, develops, implements and monitors work plans to achieve goals and objectives;
contributes to the development of and monitors performance against the annual department and grant budgets; manages and directs the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
3. Participates in the selection and on-boarding of full-time and part-time faculty, in coordination with the Dean, selection advisory committees, and the Human Resources Department; monitors teaching loads; participates in curriculum review and evaluation and scheduling of class offerings and classroom allocations; conducts timely performance reviews of assigned department faculty; develops and works with faculty to maintain an assessment plan to measure instructional courses for student learning outcomes and adherence to accreditation standards to improve student learning; assists faculty with program accreditation requirements; works to promote/maintain a collegial environment within the division; mediates the adjudication of faculty, staff, student and community conflict resolution and grievance processes.
4. Directs and manages the performance of assigned employees; participates in the selection of employees; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development, including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on employee grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.
5. Provides day-to-day leadership and works with employees to ensure a high-performance, service-oriented work environment that supports achievement of the division's, college's and the District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment; provides guidance for program planning and data analysis to inform practices that support student achievement.
6. Plans, organizes and administers programs of athletic competition for students; manages all activities related to athletic event scheduling, game management and team logistics, including oversight of playing fields/facilities preparation and maintenance, availability and safety of athletic equipment, and scheduling game officials and other personnel; ensures availability of or serves as administrator-in-charge at home events; ensures accuracy and compliance of the team status reporting and contest results.
7. Ensures intercollegiate athletic program is administered in compliance with Board policies, the California Education Code, and sports-specific rules/regulations of the CCCAA, NCAA, and any other local/regional policies; interprets and ensures compliance with Title IX objectives and the Equity in Athletics Disclosure Act (EADA); with the College President, enforces the CCCAA Constitution and Bylaws.
8. Plans and implements policies/initiatives that contribute to student-athlete eligibility; assists athletes with rules interpretations, appeals and reinstatement of eligibility; ensures accurate completion of student-athlete eligibility documentation and required reports; coordinates with Student Services departments to ensure student-athletes' needs are met in admissions and records, financial aid, student activities, counseling and other support services; develops materials for distribution to incoming students; works with coaches and other employees to ensure student-athletes complete appropriate matriculation steps; coordinates with college faculty, counselors, coaches and support programs to assess and monitor student athlete academic progress and completion of education goals; in conjunction with Institutional Research, assesses student-athlete achievement and success.
9. Ensures the successful completion of the Athletic Department's Program Review, the assessment of student learning outcomes, annual reports, action plans, and other college-required reports to improve student learning.
10. Prepares athletic schedules for each sports season in accordance with applicable guidelines; interprets and disseminates information pertaining to NCAA and NAIA student-athlete transfer requirements; ensures employees associated with the athletic department receive required annual training on CCCAA eligibility, decorum, recruiting and game management; develops and updates coaches and student-athlete handbooks.
11. Works closely with coaches in student athlete recruiting and fundraising activities.
12. Participates actively in the life of the college, the District and participatory governance processes and initiatives by serving on or leading committees, workforces, task forces and councils; coordinates, assigns, directs and/or participates in work on projects associated with accreditation.
13. In collaboration with the Dean, works with department faculty, staff and administration to ensure compliance with California Code of Regulations Title V, accreditation standards and Board Policies and Administrative Regulations; works with faculty in monitoring student success and equity outcomes and assessment activities at program and course levels; fosters quality instruction and provides support to incorporate and implement best practices within fields of instruction.
14. Works in close collaboration with other instructional and student services deans to facilitate the development of new programs; provides expert assistance to the Dean, Vice President and College/ Campus President on college-wide strategies/programs for achieving institutional goals within areas of responsibility.
15. In collaboration with the College President, Public Information Office, and College Relations, participates in developing and implementing an effective outreach, marketing and public relations/information plan for athletes; provides leadership in the coordination of state, local and regional collaborations and in community outreach activities in an effort to expand programs.
16. Represents the District/college at local, regional, state and national conferences and meetings, including CCCAA and applicable athletic organizations; makes presentations to various groups within the District, other educational institutions, community organizations and governmental agencies.
17. Oversees the development of grant applications and administration of grants for the department; participates in advocacy efforts for program funding and participant resources; participates in the solicitation of donations and other sources of funding.
18. Recommends, develops, implements and revises policies, procedures and operational guidelines to improve and/or clarify processes.
19. Interprets, applies and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines and reporting requirements; remains current on applicable legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops, maintains and audits spreadsheets, databases and reports; utilizes third-party portals and databases to research and track student information.

OTHER DUTIES
1. Investigates complaints or allegations directed at the athletic programs.
2. Provides advice and guidance to individual students in crisis or threat situations as appropriate.
3. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
4. May serve as Title IX Coordinator, Investigator or other member of a Title IX Team.
5. Performs related duties as assigned.

Minimum Qualifications:
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.
A master's degree from an accredited college or university in a relevant field of study, and four years of increasingly responsible experience overseeing an athletic department function, or

Meet the state minimum qualifications for an educational administrator, which include a master's degree and at least one year of formal training, internship or leadership experience reasonably related to the administrative assignment; or California Community College Supervisory Credential

Desirable Qualifications:
Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate one's relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.

9. Curriculum standards and application in assigned department.

10. Accreditation standards of the Accrediting Commission for Community and Junior Colleges.

11. Regional, District and community resources including governmental, community and social service organizations and their functions as applicable to assigned responsibilities.

12. Principles and practices of delivering student and academic counseling as well as principles of individual crisis counseling.

13. District/college student recordkeeping practices, procedures and systems for processing and maintaining student information.

14. Research methods and analysis techniques.

15. Principles and practices of strategic and program planning applicable to a community college.

16. Practices of budget preparation and control; principles and practices of generally accepted accounting and auditing procedures related to federal and state-funded grant programs.

17. Principles and practices of sound business communication including proper English usage, grammar, spelling, and punctuation.

14. Work collaboratively with college deans, directors, managers and the community and provide expert advice and counsel to develop solutions to complex issues.

15. Lead and participate in monitoring and assessing student learning and success outcomes and student equity measures to improve student learning.

16. Contribute to college-wide institutional effectiveness efforts in planning, program review, accreditation, outcomes assessment and financial stewardship with the overall intent of actively supporting the achievement of instructional goals, college-wide needs and the healthy functioning of governance, management and other systems.

17. Understand, interpret, explain and apply applicable laws, codes and ordinances.

18. Organize, set priorities and exercise expert, independent judgment within areas of responsibility.

19. Develop and implement appropriate procedures and controls.

20. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.

23. Represent the District/college effectively in dealings with students, game officials, coaches, administrators and athletes from other colleges and athletic conferences.

25. Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.

26. Establish and maintain effective working relationships with all those encountered in the course of work.

Conditions of Employment:
219 duty days and 24 vacation days for a total of 243 days. Duty days will be prorated based upon start of assignment.

Salary and Benefits:
$158,139 - $177,986 based on education and experience. Duty days will be prorated based upon start of assignment. A doctoral stipend of $2,419 is available. In addition, the District offers an attractive fringe benefit package including medical,

Selection Procedure:
Applications will initially be screened by Human Resources to determine which applicants meet the minimum qualifications as stated in the job announcement.
