General Purpose

Under general direction, the District Director of Employee Relations and Title IX provides Districtwide leadership, oversight, and accountability for compliance with federal and state laws governing sex- and gender-based discrimination, harassment, and retaliation, including Title IX of the Education Amendments of 1972, Title 5 of the California Code of Regulations, Title VI, Title VII, the California Fair Employment and Housing Act (FEHA), Clery Act, and Violence Against Women Act (VAWA).

The District Director serves as the District's designated Title IX Coordinator and is responsible for the development, implementation, and continuous improvement of policies, procedures, prevention strategies, training, investigations, and resolution processes necessary to ensure compliance with Title IX and related federal and state nondiscrimination laws, including protections related to pregnancy and related conditions. The position provides strategic leadership to foster a safe, equitable, inclusive, and respectful educational and employment environment; ensures consistent, trauma-informed, and culturally responsive practices across the District; and advises leadership on institutional risk, compliance obligations, and systemic issues.

Essential Duties & Responsibilities

  1. Provide leadership and Districtwide oversight of the Title IX program, serving as the District's Title IX Coordinator and ensuring full compliance with applicable federal and state laws and regulations related to sex- and gender-based discrimination, harassment, and retaliation, while providing guidance, support, and oversight to Deputy Title IX Coordinators and campus Title IX personnel.
  2. Direct and oversee the intake, investigation, and resolution of complaints involving discrimination, harassment, retaliation, and related protected activity complaints. Ensure investigations and resolution processes are timely, impartial, trauma-informed, legally sound, and consistent with District policies, regulations, and due process requirements.
  3. Assign, supervise, and monitor investigative work conducted by internal staff, Deputy Title IX Coordinators, external investigators, and other designated campus investigators; review findings, reports, and recommendations; and determine appropriate interim, remedial, and supportive measures; and facilitate the engagement and oversight of external investigators when appropriate.
  4. Provide supervision and leadership to assigned staff, including participation in recruitment and selection, performance management, professional development, disciplinary action and grievance administration in accordance with Personnel Commission Rules, Board Policies, Administrative Regulations, Human Resources procedures, and collective bargaining agreements.
  5. Advise leadership on compliance risks, emerging trends, systemic issues, and institutional exposure; recommend strategies, policy changes, and corrective actions to mitigate risk and strengthen Districtwide compliance and culture; advise and collaborate with campus partners regarding legislative developments, case management trends, compliance challenges, and concerns related to discrimination, harassment, bullying, and Title IX compliance including federal and state requirements related to pregnancy and related conditions.
  6. Lead the development, implementation, and continuous improvement of District policies, procedures, protocols, and internal controls related to Title IX, discrimination, harassment, and retaliation including procedures and guidance related to pregnancy and related conditions; monitor legal and regulatory developments and recommend updates as needed.
  7. Ensure the provision and coordination of supportive measures for involved parties, including reasonable modifications and accommodations for individuals affected by pregnancy and related conditions, and oversee collaboration with Student Services, Human Resources, District Police, and other departments to support impacted individuals and ensure institutional responsiveness, including coordination with K-12 partners in matters involving dual enrollment or College and Career Access Pathways (CCAP) agreements, as applicable.
  8. Oversee Title IX hearings and resolution processes, including coordination with contracted hearing officers, advisors, and appeal authorities, and ensure compliance with procedural and documentation requirements.
  9. Direct Districtwide prevention, education, and training programs, including mandatory training for employees and students; specialized training for investigators, decision-makers, and Deputy Title IX Coordinators, campus Title IX Coordinators, and other designated personnel; and outreach initiatives that promote awareness, reporting options, and institutional accountability.
  10. Lead campus climate assessment efforts, including the design, administration, and analysis of surveys and data related to discrimination, harassment, and retaliation; evaluate program effectiveness and recommend data-informed improvements.
  11. Manage Title IX case management systems and reporting, ensuring accurate documentation, data integrity, trend analysis, and timely submission of required internal, Board, state, and federal reports.
  12. Collaborate with District Police, Student Services, Human Resources, and other departments to ensure alignment of Title IX response procedures with Clery Act, VAWA, and related federal compliance requirements through cross-functional coordination, timely reporting, documentation, prevention education, policy development, training, reporting oversight, and policy implementation.
  13. Represent the District in compliance reviews, audits, administrative proceedings, mediations, and external agency interactions; serve as liaison with law enforcement, regulatory agencies, and community partners as appropriate.
  14. May serve on, or assign a designee to serve as a member of, the campuses behavior intervention teams (BITs), providing leadership and guidance on matters related to Title IX, including threat assessment, trauma-informed response, risk mitigation, and compliance with federal and state regulations; collaborates with multidisciplinary team members to evaluate concerning behaviors, develop intervention strategies, and ensure appropriate follow-up and documentation
  15. Collaborate with the Athletic Directors at each campus to ensure Title IX compliance for all athletic programs.
  16. Collaborate with Human Resources, Student Services, legal counsel, and other appropriate administrators to coordinate employee and student disciplinary processes arising from Title IX investigations and ensure compliance with applicable laws, regulations, collective bargaining agreements, policies, and due process requirements.
  17. Provide guidance and consultation to Housing staff regarding Title IX obligations, reporting responsibilities, supportive measures, and response protocols involving residents and residential programs.
  18. Lead and facilitate informal resolution and conflict resolution processes, including mediation, facilitated dialogue, restorative practices, and other alternative resolution methods as permitted by law and District policy; provide consultation, coaching, and guidance to employees, students, and administrators to address interpersonal and organizational conflicts, and develop strategies to prevent recurring issues and promote a respectful and inclusive educational and workplace environment.
  19. Coordinates with District's legal counsel as directed.
  20. Plan, direct, and oversee the operations of the Title IX Office, including staffing, workload allocation, processing grievances, performance management, professional development, and the establishment of a high-performing, service-oriented work environment.
  21. Develop, administer, and monitor the Title IX program budget, ensuring fiscal accountability, compliance with District procedures, and alignment with program priorities and strategic objectives.
  22. Participate in Districtwide strategic planning, participatory governance, and cross-functional initiatives, and lead special projects that advance institutional compliance, equity, safety, and organizational effectiveness; collaborate with appropriate administrators in the development, implementation, monitoring, and evaluation of the District Equal Employment Opportunity Plan and related equity initiatives.
  23. Model and promote equity-minded, culturally responsive leadership, fostering an inclusive educational and employment environment and ensuring equitable access to processes, resources, and outcomes.
  24. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
  25. May participate in institutional activities, including service on District and College committees, task forces, and planning groups, and attendance at Board of Trustees meetings, trainings, workshops, conferences, and other professional development or employee functions, as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

EDUCATION AND EXPERIENCE
  • Bachelor's degree from an accredited college or university in legal studies, business administration, human resources, public administration, higher education administration, educational leadership, social work, counseling, psychology, equity/gender studies, organizational leadership, or a closely related field.
  • And, five (5) years of progressively responsible experience in human resources, law, investigations, employee relations, student conduct, civil rights compliance, Title IX, or related compliance programs. Experience related to Title IX coordination, investigations, harassment prevention, or compliance oversight is preferred.
  • And, at least two (2) years in a lead or supervisory capacity, which may be included within the required five (5) years of experience above.
  • Or, any combination of education, training, and experience which would provide the required equivalent qualifications for the position.
  • Juris doctor or master's degree in one of the disciplines identified above is preferred.

CERTIFICATES, LICENSES, REGISTRATION, SPECIAL AND/OR OTHER REQUIREMENTS
  • May be required to hold and maintain a valid driver license if and when' travel is required in the course of work.
  • Must successfully complete Title IX Coordinator training within 6 months following appointment and maintain ongoing professional development related to Title IX and civil rights compliance.

Physical Demands
This role requires the ability to sit, stand, and walk for extended periods, as well as communicate effectively through various modalities. Manual dexterity is necessary to operate computers, office equipment, and assistive technology tools. The role involves occasional bending, kneeling, or crouching, along with movement throughout college or District sites as needed. Visual acuity sufficient for close work, reading printed materials, and viewing computer screens is required. The incumbent must also be able to lift and carry up to 25 pounds independently.

Mental Demands
This role requires the ability to perform detailed work with accuracy while effectively managing multiple tasks and deadlines. It demands clear written and oral communication, the capacity to read and interpret complex data and documents, and strong analytical skills to identify and resolve problems. The incumbent must be adaptable in learning and applying new information or technologies relevant to the assignment and remain focused and professional amid frequent interruptions and ongoing interaction with faculty, staff, management, and students. This role requires regular interaction with individuals who may be distressed, dissatisfied, or experiencing heightened emotions. The role also involves exposure to sensitive and potentially distressing information, including explicit language, images, and other materials associated with Title IX investigations.

WORKING ENVIRONMENT
Work is performed primarily in a standard office setting under typical conditions. The incumbent regularly interacts with administrators, faculty, staff, students, and the public, and must effectively manage competing priorities, frequent interruptions, and operational deadlines. The position may require travel to various off-site locations and flexibility in work hours, including occasional evenings or weekends, to support departmental and institutional needs. The work environment typically involves moderate noise levels and minimal safety risks.
