LOCATION
Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California. The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley. Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area. Boating, fishing and hunting attract many tourists. The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border. The valley's great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.
NATURE OF THE POSITION
Under the direct supervision of the Executive Director of Employee Relations, Professional Development and Diversity, or designee, the Human Resources Technician II specialized and technical duties to support the full range of human resources functions including but not limited to recruitment, onboarding, classification, benefits, equal employment opportunity (EEO), professional development, and diversity, equity, inclusion, and accessibility (DEIA) initiatives. The Human Resources Technician II supports compliance with state and federal laws; ensures the integrity of personnel data; performs a variety of tasks requiring specialized knowledge, confidentiality, accuracy, and attention to detail; assists with implementing human resources programs that foster an inclusive and equitable working and educational environment.
Examples of Duties
DUTIES AND RESPONSIBILITIES
- Provides support to the assigned Human Resources programs and services assisting in the coordination of the day-to-day operations and workflow of the Human Resources department.
- Responsible for maintaining confidentiality of all personnel proceedings, records and reports in compliance with applicable laws and district policies. Conducts recruitment for vacancies, including preparation and distribution of job announcements and request for advertising and recruitment sources.
- Assists with the maintenance of the application tracking system, pre-screening applications for completeness and minimum qualifications, verifies data input and troubleshoots system problems.
- Assists in implementing and monitoring the district's Equal Employment Opportunity (EEO) plan and related reporting requirements; assists with completing mandated state and federal reports.
- Schedules and proctors the administration of district clerical skills tests.
- Assists in providing oversight of screening/interviewing committee processes and ensures District policies and equal employment opportunity guidelines are followed; may serve as EEO officer as needed.
- Accurately maintains personnel files and human resources database including employee information; regarding qualifications, position, work assignment and responsibilities; maintain demographic information for active employees and retirees.
- Assists with employee onboarding and new employee orientation; reviews and processes all necessary forms, assist in the synchronization of benefits, and connect the employee with their new department to ensure a smooth onboarding and orientation. Process hiring paperwork, employees' assignment notices authorizing employment, salary increases and status changes, such as transfers, promotions, reassignments, and separations according to authorized budget account numbers and ensures any changes are Board approved.
- Maintains knowledge of CalSTRS and CalPERS requirements for employment, including membership, retirement and refund of funds; files staff membership documents with appropriate retirement agencies.
- Verifies student eligibility for Student Worker program; assists in coordinating student worker placement and training.
- Supports the promotion of best practices in diversity including pre-hiring strategies, hiring strategies and retention.
- Coordinates logistics for job fairs, career expos, and outreach events to promote diversity in recruitment; May represent the District at job fairs and other employment related functions.
- Processes electronic fingerprinting for employment; serves as the District contact to coordinate Live Scan fingerprinting Services.
- Assists in coordinating delivering human resources presentations, workshops, benefits fair and orientations.
- Assist with exit interviews for terminating employee; ensures the files of terminated employees are properly processed and archived.
- Processes all purchase requisitions for the Human Resource Department.
- Assists with distribution of employment forms including Health and Welfare forms.
- Assists with the development and review of job description and announcements to align with EEO best practices and labor compliance.
- Assists with the organization and implementation of the Employee Evaluation process; tracks and maintains records related to probationary periods and faculty tenure
- Maintains employee TB status files and issues renewal notices
- Creates and updates salary history records and follows-up on adjunct contracts each semester.
- Assists in the revision of personnel procedures and forms; updates training guides, job announcements and informational pamphlets.
- Provides assistance in coordinating district-wide professional development actives and tracking participation; tracks compliance in mandated trainings, including sexual harassment, and anti-workplace violence prevention trainings.
- Mentors and assists with training Students Worker in assigned service areas.
- Maintains friendly and supportive atmosphere for students, faculty staff and the public. Assists in greeting and providing services to the public and District staff and in answering telephone calls; serves as primary contact for job applicants with the interview and onboarding.
- Provides clerical support including note taking, typing, filing, scanning, and digitally archiving documents and uploading meeting agenda minuets and other documents on appropriate systems.
- Participates in professional development and training opportunities related to Human Resources functions, technology systems, and best practices.
- Demonstrates a strong commitment to diversity, equity, inclusion and accessibility principles in all aspects of job performance; actively promotes and creates a welcoming and inclusive environment.

Educational/Experience Qualifications
REQUIRED QUALIFICATIONS
- Associate's Degree from an accredited institution or the equivalent.
- Two (2) years of related work experience.
- Proficiency in the use of standard office programs (e.g., MS Word, Excel, PowerPoint, Outlook), personal computers, and the internet.
- Ability to communicate effectively orally and in writing.
- Type at 40 wpm.
- Passage of the District's clerical skills tests.
- Ability to maintain confidentiality.
- Sensitivity to and understanding of the diverse academic, ethnic, racial, age, national origin, religious, gender, sexual orientation, disabilities, and socio-economic backgrounds.
PREFERRED QUALIFICATIONS
- Bachelor's degree from an accredited institution
- Knowledge of the California Education Code, Title5, Chancellor's Office administrative procedures, State and/or Federal law regulations and other legal parameters that affect the policies and practices of the Human Resources department.
