Introduction

The Los Angeles Community College District (LACCD) announces an opening for a Specially Funded Program (SFP) Acting Associate Dean to provide leadership oversight, and administrative supervision over specially funded program of LACCD's Workforce Innovation and Opportunity Act Title II (WIOA II): Adult Education Family Literacy Act. The Acting SFP Associate Dean will work at the Van De Kamp Innovation Center Campus, and report to the Vice Chancellor of Workforce and Economic Development working collaboration with the District Dean of Adult, Community & Continuing Education Programs & Services. LACCD is the largest community college district in California and among the largest in the nation. Currently, LACCD enrolls nearly 200,000 full- and part-time students at its nine colleges.

Job Description

The Associate Dean will work in collaboration with the District Dean of Adult, Community & Continuing Education Programs & Services.

The Associate Dean will work closely with faculty leadership and administrative colleagues districtwide and across the region.

The Associate Dean strengthens career education programs and pathways through strategic leadership and implementation of innovative programmatic aspects, overseeing coordination for curriculum development and accountability in alignment with College and District mission and vision, program management, and day-to-day operations. The Associate Dean will support the management of WIOA II, English Language Learners Healthcare Pathways Grant, California Adult Education Program, Contract Ed, and other adult education grants. The successful candidate will have experience related to grants management, academic program development, project implementation including tracking of expenditures, progress of deliverables, and demonstrated history of working collaboratively with high schools, adult schools, other institutions of higher education, the public workforce, employers, unions, industry associations, and workforce partners.

The Associate Dean will interpret, articulate, implement and monitor compliance with appropriate grant guidelines, laws, regulations, labor contracts and policies, along with representing LACCD ESC on various District-wide and regional committees.

The Associate Dean will be responsible for all WIOA II grant and HTRP HC compliance and deliverables for LACCD.

The Associate Dean will also be responsible for developing partnerships in relationship to WIOA II supported Integrated Education and Training (IET Programs) offered across LACCD.

Minimum Qualifications

  • Master's Degree from an accredited college or university. Candidates who have earned degrees from foreign institutions are required to submit both official transcripts and evaluations of their transcripts that have been prepared by a certified U.S. credential review service in order for the District to consider the application.   • Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment.

  • Sensitivity to and understanding of the diverse academic, socioeconomic, cultural disability, and ethnic backgrounds of community college students.

    Eligibility

    A medical certificate indicating fitness to engage in administrative work is required for new employees at the applicant's expense prior to employment.

    DESIRABLE QUALIFICATIONS - Workforce Innovation and Opportunity Act (WIOA II)
    • Teaching experience, preferably in a community college and in noncredit adult education.
    • Demonstrated proficiency, experience and knowledge of budget development and management, including appropriate methods of monitoring and evaluating categorical or specifically-funded programs.
    • Proven record of creating educational pathways, linking educational programs and services to the economic and workforce development needs of business and industry.
    • Strong commitment to student success and equity, with sensitivity to disadvantaged student populations and an understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college and adult education students.
    • Demonstrated experience in federal grant writing, monitoring, management, and reporting to ensure compliance with regulatory and contractual requirements.
    • Expertise in interpreting, articulating, and implementing a variety of laws, regulations, policies, and procedures relevant to higher education, workforce boards, federal and state laws, and the Workforce Innovation and Opportunity Act Title II (WIOA II).
    • Working knowledge of CASAS Assessments, TOPSPro Enterprise, and curriculum management platforms.
    • Excellent communication skills, both written and oral, and experience with leading presentations using appropriate technological resources.
    • Two or more years working with Noncredit, Adult Education, and Workforce Education, including progressive responsibility in developing, implementing, and managing workforce programs.
    • Successful experience with aligning WIOA II with the California Adult Education Programs (CAEP) and monitoring key performance outcomes across both initiatives to achieve grant objectives.
    • Demonstrated leadership in building and sustaining partnerships with K-12, community colleges, universities, workforce boards, community-based organizations, and business/industry stakeholders.
    • Experience with program evaluation and continuous improvement processes, including the ability to analyze data, identify trends, and implement evidence-based strategies to improve outcomes.
    • Knowledge of state and federal accountability frameworks and performance metrics related to adult education, workforce training, and career pathways.
    • Strong project management skills, including the ability to prioritize tasks, manage multiple deadlines, and lead cross-functional teams effectively.


    Duties and Responsibilities - Workforce Innovation and Opportunity Act (WIOA II)

  • Responsible for strategic leadership and implementation of innovative programmatic aspects in adult education and WIOA II program development and accountability in alignment with College and District mission and vision.

  • Provide leadership, communication, and support to participating colleges for day-to-day operations and management for Workforce Innovation and Opportunity Act Title II (WIOA II), and other Adult Education programs and grants.

  • Work closely with faculty leadership in providing support and coordination for ongoing curriculum development for the grants to ensure alignment with annually updated plans and deliverables in response to changing federal and state expectations.

  • Responsible for hiring, supervision, and evaluate assigned academic and classified personnel.

  • Supervise, manage, and facilitate development and implementation of new academic programs. Ensure the academic guidelines are integrated into the development and implementation of Adult Education Programs.

  • Supervise the development of budgets and contractual commitments according to established procedure; provide oversight and monitoring of assignment program budgets. Ensure adequate implementation within budget and stays compliant at all times. Communicates with Program Officer at the state level.

  • Ensure the preparation, distribution and submission of required reports to the granting agencies, and to the colleges as requested.

  • Evaluating campus and district level performance-based outcomes tied to State and Federal funding.

  • Manages and supervises the Data and Accountability requirements for WIOA II: AEFLA in accordance with District, State, and Federal policies, procedures and regulations.

  • Recommend, develop and/or implement professional development plans for assigned faculty and staff. Plan, coordinate and arrange for appropriate training, develop and initiate project activities, orientations and in-service to review academic policies and procedures of the grant, the colleges and changes to State and Federal regulations.

  • Demonstrated knowledge of budget development, implementation, and accounting procedures for both regular and Specially Funded Programs, including development of audit trails. Experience in managing, monitoring, and evaluating financial performance and ensuring compliance with funding regulations.

  • Lead the team in strategies for analysis of various data sets to develop new academic programs with the goal of supporting AE pathways.

  • Support the development and implementation of new academic and workforce programs, ensuring integration with WIOA II guidelines like IET Programs and high school equivalency.

  • Supervise development of budgets and contractual commitments according to established procedure; provide oversight and monitoring of assigned program budgets.

  • Develop and/or implement professional development plans to meet grant deliverables.

  • Lead long-range planning to align WIOA II programs with emerging labor market trends and regional workforce development priorities.

  • Develop outreach and recruitment strategies to expand access for underserved and underrepresented adult learners.

  • Oversee program evaluation and continuous improvement processes, including implementation of corrective action plans when performance targets are not met.

  • Ensure alignment of instructional programs with industry-recognized credentials and certifications, promoting career mobility and employment outcomes.

  • Facilitate cross-college and cross-departmental collaboration to ensure WIOA II programs are fully integrated into institutional planning and initiatives.

  • Serve as a subject-matter expert on WIOA II compliance, performance outcomes, and accountability for district leadership and external stakeholders.

  • Monitor and ensure compliance with state and federal regulations, LACCD policies, and grant guidelines.

  • Lead data analysis strategies to improve and develop academic programs that support WIOA II.

  • Build and maintain strategic partnerships with community, business, and workforce partners to ensure program relevance and currency.

  • Participate in college, county, regional, and state meetings related to assigned duties.

  • Perform other related duties as assigned.

    A successful candidate will have experience related to grants management, academic program development, project implementation including tracking of expenditures and trainee progress, and a demonstrated history of working collaboratively with other institutions of higher education, the public workforce, employers, unions, industry associations, and workforce intermediary partners.

    Salary and Benefits

    Salary ranges from $162,612 - $190,932 annually. The selected candidate will be placed on the salary schedule dependent on the evaluation of experience and professional preparation. The doctoral differential is $11,460 annually. An excellent benefit package that includes medical, vision, dental, and life insurance is available for the employee and eligible dependents.
