About the College and Department

Los Angeles Harbor College (LAHC) is one of nine colleges in the Los Angeles Community College District and is located in Wilmington, CA (near San Pedro, the Port of LA). With an enrollment of approximately 10,000 students, LAHC offers a wide range of academic and career technical educational programs, and transfers students to leading private and public colleges and universities.

Description of Position

The NextUp Program at LAHC is accepting applications for a full-time, D-Basis (12-month), limited-term specially funded (SFP) Counselor to begin in Summer 2025. This assignment will be for 35 hours per week and may require some evening hours. This is a temporary assignment that may be renewed only for the duration of special funds.

The NextUp Program is a state funded program, which provides support services to eligible foster youth students attending Los Angeles Harbor College. The specific responsibility of the program is to develop and provide programs, services, techniques and activities that support students in addition to the ones received through traditional college program. The program offers eligible current and former foster youth support and services that could include help with books and supplies, transportation, tutoring, food and emergency housing. Special attention is given to identify, plan, develop and achieve the academic, career and personal goals of the students.

All Counseling faculty are expected to participate in department meetings and professional development activities, as well as participate in college-wide activities, shared governance committees, and statewide activities that pertain to NextUP training. This position may require a non-traditional work schedule (including evening and weekends) and local, state and national travel.

Duties and Responsibilities

  • The candidate's main responsibility is to provide comprehensive academic and career counseling services to a diverse and multicultural student population,Provide case management services for NextUp students,

  • Provide academic, career and personal counseling to students who are low income, educationally disadvantaged and current or former foster youth in-person or in a remote environment,
    • Promote self-advocacy, and advocate on behalf of the individual, as needed,
    • Maintain accurate progress notes documenting contacts related to the provision of services for the student being served including telephone calls and face-to-face visits,
    • Assist students in choosing and planning immediate and long-range educational goals, including developing individualized student education plans,
    • Assist students who are experiencing academic and/or personal difficulties and make referrals to on and off-campus resources as appropriate,
    • Assess needs, recommend success strategies, and monitor student progress for adherence to NextUp standards,
    • Counsel students who are on probation or subject to dismissal and assist them to create a plan for success,
    • Assist students with transfer to four-year institutions and/or to find career employment,
    • Conduct orientations to familiarize students with college programs and services,
    • Assist students with petitions (graduation, SAP, course substitutions etc.), waivers, financial aid, course repetition, dismissal, and reinstatement,
    • Teach Counseling courses and/or facilitate workshops related to educational and career planning, study skills, and other topics supportive of student success,
    • Evaluate transcripts in collaboration with the Admissions and Records Office,
    • Work as a team member on department and campus-wide committees and groups,
    • Participate in LAHC and NextUp outreach and recruitment activities, events, advisory committee meetings, graduation and other events,
    • Other duties as assigned by department chair.

    Minimum Qualifications:

    EOPS Title 5 Regulations section 56264 states the following three EOPS counselor qualifications for hire:

    Master's degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or career development, or equivalent AND

    EOPS counselors hired after October 24, 1987, shall:

    1. Have completed a minimum of nine (9) semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantages OR

    2. Have completed six (6) semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages AND

    In addition, an EOPS counselor hired after October 24, 1987, shall have two (2) years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.

    A sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethic backgrounds of community college students, faculty and staff.

    Eligibility Requirements

    A medical certificate indicating fitness to instruct or associate with students is required at the applicant's expense after selection from an eligible list and prior to employment.

    Pursuant to LACCD Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees' policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date.

    Desirable Knowledge, Skills, and Experience:
    • Total of 4 paid semesters or more of paid work experience, post Master's Degree, as a Counselor in a California Community College within the past 2 years.
    • At least two semesters of paid EOPS or foster youth counseling experience.
    • Experience and sensitivity in counseling and teaching students who may be foster youth, first generation, non-native speakers, academically under-prepared, non-traditional, or returning students.
    • Case Management experience in supporting educationally disadvantaged students in pursuing their desired life outcomes by facilitating access to supports and services.

  • Experience teaching Counseling or Guidance classes, conducting workshops and orientations.

  • Extensive knowledge of the transfer process and requirements, articulation agreements, matriculation, graduation requirements, and Student Learning Outcomes.

  • Knowledge of the major career development theories, current trends in career counseling, career development resources (both printed as well as computerized), and experience using and interpreting a variety of career assessments.

  • Experience in the use of computer technology as a counseling and teaching tool, including using web-based resources and other technology to create Student Educational Plans and enhance services to students.

  • Experience working as a team member on department and campus-wide committees and groups.

    Salary and Benefits

    The annual salary range is $95,736 to $170,892 commensurate with academic preparation and employment experience for new employees in accordance with the AFT Contract. The doctoral differential is $5532 annually. District benefits include health, dental, vision, and life insurance.
