About the College and Department
Los Angeles Valley College (LAVC) is one of nine colleges in the Los Angeles Community College District (LACCD) and is located in the San Fernando Valley. With an enrollment of approximately 20,000, LAVC offers a wide range of academic and vocational programs, and transfers students to leading private and public colleges and universities.
LAVC CalWORKs program provides educational, training and job development for students who are parents and receive TANF (Temporary Aid to Needy Families). One of the largest programs in the state, LAVC CalWORKs provides an educational environment encompassing a full range of support services to enhance students' academic proficiency, vocational skills, and life skills. Students benefit from educational and career counseling, job readiness preparation, life skills workshops, child care subsidy, work-study, HI SET testing, TEAS Nursing preparation, vocational assessment and other services. Through these services, students gain a strong foundation in education and career skills, paving the way to a sustaining career and achieving economic self-sufficiency.
Description of Position
LAVC is seeking applicants for the Director of the CalWORKs. The CalWORKs Director is an Instructor Special Assignment position for 35 hours per week. This is a year-round D Basis position. A minimum of 5 days per week are expected to be on the LAVC campus with a set schedule, with some weekend and night duties.
Minimum Qualifications
Applicants must meet the minimum qualifications for any discipline offered at LAVC. Degrees must be awarded by an accredited college or university. Applicants must have sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of the community college.
Duties and Responsibilities
1. Provide leadership, support and coordination of all aspects of the CalWORKs program and services including planning, budget development, service delivery, program evaluation and compliance.
2. Oversee the day-to-day function and provide work direction as needed for the CalWORKs program.
3. Provide leadership for program review, including Student Service/Learning Outcomes to monitor attainment of goals in alignment with institutional priorities; review and recommend changes to improve student outcomes.
4. Responsible for service delivery with the Los Angeles County Department of Public Social Services and the LA County Office of Education; services as liaison to County workforce initiatives and non-profit community organizations.
5. Research, negotiate and maintain county and city contracts that benefit CalWORKs students including homelessness, refugee assistance and domestic violence.
6. Plan and oversee work experience, job development, and placement activities for CalWORKs students including collaboration with on and off campus workforce agencies/partnerships.
7. Develop and oversee the CalWORKs, TANF, County budgets and grants, Monitor all allocations and expenditures in compliance with Education Code, State regulations, Title 5, college policies and procedures.
8. Prepare required comprehensive accountability records and reports for federal, state, county and college in accordance with CalWORKs categorical program requirements.
9. Responsible for program audits.
10. Ensure compliance with applicable federal, state, and local rules and regulations. Implement program policies and procedures as applicable.
11. Maintain a database that provides accountability for CalWORKs activities and track program participants and results.
12. Serve as a resource in maintaining communication with college, district regional and statewide program-related agencies.
13. Collaborate with college support services including Counseling, Admissions, Financial Aid, CARE-EOPS, Family Resource Center, Child Development Center, Dream Resource Center, student government and DSPS to maximize resources and services for CalWORKs students.
14. Recruit students and market the program to the college and community.
15. Participate in state, county, regional, district and college meetings and conferences as required.
16. Serve on college councils, committees, and task forces as required, and represent unit assigned and/or college at meetings of the community, other educational institutions, and agencies as required.
17. Perform other related duties as assigned.
Desirable Knowledge, Skills, and Experience
Salary and Benefits
The basic salary range is from $89,400 - $166,116 annually based upon experience and professional preparation. The doctoral differential is $471 per month. Benefits include paid holidays, medical, dental and vision care plans, and a $50,000 group life policy.
